He inquired as to the relationship between
the Commission and Ramsey Youth Athletic Association (RYAA), questioning whether their
needs are being met.

Mayor Hardin indicated that Dave Baake, President RYAA, seemed very pleased at the meeting
held at Central pa~k this summer.

Mr. Boos responc[ed that RYAA has been asked numerous times for their input on the 1996
Capital Improvement Program Central Park line item, which is still pending.

Councilmember P,.eterson questioned whether a "dedicated seat" on the Park and Recreation
Commission for a ~representative from RYAA would help with communication.

Mr. Boos responded that the vice-president of RYAA has submitted an application for the
current vacant sea! on the Commission.

Chairperson Hetlahd expressed concern over Elk River imposing fees on Ramsey residents to use
their pools, ballfie!ds, etc.

Commissioner As~ahl explained that Elk River is providing administration and are requesting
other cities to progide fields or monetary compensation.

Mayor Hardin asked if there are fields available when RYAA is in full swing.

Mr. Boos indicated that RYAA has been very accommodating and were told that something
could be worked Out.

Commissioner CoOk feels that Ramsey users should pay, but not all Ramsey residents.

Councilmember Peterson asked about lighting at some of the parks. He stated fields
are
empty
Friday through S~nday, and perhaps the public should be told that games have to be scheduled
during these times.

Tournaments are heavy use on the fields and would require additional maintenance.

Councilmember Peterson suggested more fields, lighting, or better use of the fields we already
have.

Chairperson Hetla~d said that in his opinion, the City needed a major expansion, either with
Alpine Park or thel expansion of Central Park. In the interim, lighting was important.

Mayor Hardin inquired if there were any issues relating to the City acquiring Central Park
property or developing Alpine Park.

Joint{City Council/Park and Recreation Commission/Sept. 14, 1995
Page 3 of 5
