Mr. Schroeder replied that maintenance was one issue. <br /> <br /> Mayor Hardin recommended that the Park & Recreation Commission find out where the need is. <br /> Commissioner Cook said that lights at Central Park would buy us 5 years. <br /> <br /> Mr. Boos voiced that a detailed answer would be available this winter when the Park & <br /> Recreation Commission invites public input for C.I.P. line items. <br /> <br /> Councilmember Peterson questioned the loss of fields at Ramsey Elementary and whether the <br /> part of the 28 acres around City Hall should be set aside for potential recreational development. <br /> <br /> Mr. Boos reported on the Commission's discussions regarding the proposed Brandseth <br /> subdivision. <br /> <br />He also indicated that we are irrigating the lower two fields at Ramsey Elementary to withstand <br />heavier use with the loss of 2+ fields. The 1996 C.I.P. replaces 1 of the hockey rinks. <br /> <br />Mr. Schroeder indicated that on the City Hall property, he would like to sell 3-6 residential lots <br />with the balance of the front half of the property being set aside for such as a future Public Works <br />shop or possibly a Post Office. There are no concept drawings at this time. He said there might <br />be room for a pool. <br /> <br />Chairperson Hetland questioned bond issues as revenue. <br /> <br />Discussion ensued with Councilmember Beyer saying facts have to be given up front and <br />honestly to the people. She said you would have to have a plan with plenty of time prior to a <br />general election for advertising along with public hearings. <br /> <br />Mayor Hardin said that it is tough to get a bond issue passed. <br /> <br />Councilmember Beyer said its worth a try and that increasing the levy was another option. <br /> <br />City Administrator Schroeder said that the citizens are not paying interest when :the City uses <br />dedicated interest earnings from trust funds. <br /> <br />Councilmember Peterson questioned whether the Commission receives donations or volunteer <br />help and to what extent. <br /> <br />Chairperson Hetland indicated that there are very little of either.
