City Staff is recommending that this particular site plan review case be processed in 2 stages: the <br />first stage this fall will allow Mr. Bjorklund to construct the structure that will enclose his operation <br />and the second stage will address the required site improvements based on a current site survey. <br /> <br />City Code requires that 50% of the exterior facing f'mish on buildings in the Industrial District be <br />other than metal. The applicant is proposing a metal addition to be consistent with the existing <br />structure. In the past, the City has made allowances for additions to existing metal structures. <br />Because of their visibility from Uranium Street N.W. and because of the heavy industrial use, staff <br />originally recommended that the following: <br /> <br />1. Soffits and facia be applied to the existing structure as well as the expansion area, <br /> <br />2. Pre-fabricated stone panels be applied to the lower 1/3 of the existing west wall. <br /> <br />Pre-fabricated stone panels be applied to the lower 1/3 of the existing and expanded <br />north wall, except for the middle section which will be consumed with overhead <br />door to allow truck entry to the cement tower. <br /> <br />The Planning Commission reviewed the proposal on October 17 and recommended that only the <br />west wall be upgraded. The basis for their recommendation was that the north wail of the <br />Bjorklund facility faces the back wall of the Communicor facility with only 60 feet of separation. <br />Mr. Bjorklund indicated that he will apply a real brick facade rather than pre-fabricated stone panels <br />to the lower 1/3 of the north wall. As a part of the second phase of the site plan review, Mr. <br />Bjorklund is agreeable to the City revisiting the issue of whether or not the upgrading of the north <br />wall is necessary or justified. <br /> <br />The remaining issues (setbacks, lot coverage, pavement, curbing and landscaping) will also be <br />confirmed and/or addressed under the second phase of the site plan review following completion of <br />the site survey. To provide incentive for Mr. Bjorklund to follow through with the second phase <br />of the site plan review, the Planning Commission has recommended that the final action for the <br />conveyance of property to him be contingent upon the City receiving his application for site plan <br />approval of the Phase II. <br /> <br />Recommendation: <br /> <br />City Staff and the Planning Commission recommend site plan approval based on the discussion of <br />the Planning Commission. <br /> <br />Council Action: <br /> <br />Motion to: <br />Approve/deny Phase I of the Bjorklund Ready Mix site plan contingent upon application of <br />soffits and facia to the existing and expanded structure and upgrading 33% of the area of <br />the west wall with a brick facade. <br /> <br />Review Checklist: <br /> <br />CC: <br /> <br />Planning Commission <br />City Administrator <br />City Engineer <br /> <br />10/24/95 <br /> <br /> I <br /> I <br />I <br />I <br />I <br />I, <br />I <br /> <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />
