I

!
I
!

I
I
I
I
I
I
I
I
I
I
I
I
I

CASE # 4
PROPOSED AMENDMENT TO CHAPTER 9 OF CITY CODE
TO AMEND PLATTING PROCESS;
By: Zoning Administrator Sylvia Frolik and City Engineer Steve Jankowski
Background:

Several months ago, the Planning Commission directed City Staff to draft amendments to the City
Code to specificag, y require that the Park and Recreation Commission review sketch plans for plats
prior to the PlUg Commission. In the process, Staff also proposed some miscellaneous
amendments to Ne platting section to more closely reflect the current procedure used in processing
subdivisions in Ramsey.

The proposed amendments were forwarded to the Park and Recreation Commission and they
rejected the idea 0_ f requiring plats to be reviewed by their board prior to the Planning Commission.
In their opinion, !the current code requirement for initial review by the Planning Commission is
beneficial to them~ so they know preferred road alignemnts prior to locating parks and trails. The
Park Commissiofl also suggested some other minor language adjustments to this section of City
Code. ~

Notification:

No persons wera notified that this subject would be on the agenda as it is only in the discussion
stage. If the amendment goes forward, it will have to be subjected to a public hearing by the
Planning Commission.

Observations:

Based on the input received, the Planning Commission has withdrawn their suggestion for initial
review by by the Park Commission. The Planning Commission also directed Staff to forward the
remaining propo ~s~xt amendments to Council for review prior to scheduling the public hearing. The
proposed amendrg.~_ ents are e~nclosed for Council review. Bold print represents additions to the
Code and strikeou~ts represent deletions.

Note that code does not require minor subdivisions to be reviewed by the Planning Commission
but as a courtesy,!City Staff does submit the sketch plans to the Planning Commisison for review.

Recommendation:

City Staff recormB~ ends approval of the proposed code amendments.

Council Action:

Motion to:
Direct City Staff to forward the proposed amendments to Section 9.50 (Subdivision) of
City Cod~ to the Planning Commission for a public hearing.

Review Checklist: City Administrator
City Engineer
City Attorney
Parks & Utilities Supervisor

CC: 11/14/95

III
