Subdivision - Design Standards § 9.50.30 9.50.02 Sketch Plan. Subdivision 1,Procedure. Prior to dividing any tract of land into two or more lots or parcels of land, the subdivider shall submit a sketch plan for review by the Planning Commission. At the time of submission of the sketch plan, the subdivider of the land covered by the sketch plan shall submit a petition for rezoning to the proposed use of said land, if the land is not already so zoned. The owner of said land shall join in said petition. The subdivider shall ~e five copies of the sketch plan with the zoning officer at least 21 calendar days before the next regular monthly meeting of the Planning Commission, at which meeting said sketch plan shall be considered. bo At the time of submission of the sketch plan, the subdivider shall pay a non-refundable fee and an escrow deposit, in an amount as determined from time to time by Council resolution. ................... ~ .... ,,, ............ ., at the ,~.~,, ~,c ~..~.,~.:oo:.., ........... ,.c,~... ~...,..~ ..~ ..... escrow ~"~' hall be used to defray expenses incurred by the city in employing the services of the city engineer, attorneys and other professional consultants in connection with the review of said sketch plan. However, the said ~ escrow may also be used to reimburse the city for the expense of employing the services o£ the city engineer, attorneys and other professional consultants in connection with the review of the preliminary plat and final plat as prescribed in this chapter. It' said $500.00 escrow is not sufficient to defray the above expenses, additional monies will be required prior to £mal action on the plat, and if, in the opinion of the zoning officer, the deposit is depleted such that it is unlikely to be sufficient to meet the remaining anticipated expenses, the subdivider shall be required to deposit an amount sufficient to bring the account to a balance of $500.00, prior to any further action on the plat. If after £mal action on the proposed subdivision, a surplus balance remains in the ~ escrow account, said surplus balance shall b~ refunded to the subdivider. The said deposit shall be in addition to the fees prescribed elsewhere in this chapter. Cs The zoning officer shall distribute the copies of the sketch plan to the appropriate individuals. The zoning officer shall also submit to the Planning Commission a report on the relationship of the proposed land uses to those existing in the area, those indicated on the comprehensive land use plan and those provided for by existing zoning ordinances and this code. d The city engineer shall submit a report to the Planning Commission, which shall deal with drainage, traffic, utilities and other engineering matters pertinent to the plan. The Planning Commission shalI consider the sketch plan, the zoning officer's report, the engineer's report, and any other pertinent information which they may wish t6 consider.
