I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />i <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Subdivision - Design Standards <br /> <br />9.50.30 <br /> <br />Subd. <br /> <br /> a. <br /> <br /> Basic improvements installed by developer. <br /> <br />General Rule. No final plat shall be approved by the Council <br />unless the owner/subdivider has, at their own expense, complied <br />with the requirements of this section. <br /> <br />Stage I Improvements. <br />1. Sanitary Sewer. Sanitary sewer mains and service <br /> connections stubbed in to the property line shall be <br /> installed to serve all lots in the subdivision when the <br /> location of such plat is within an area of the City which is <br /> either being assessed for sanitary sewer service or for <br /> which such service has been authorized by the Council. <br /> The Council, in its discretion, may waive this requirement <br /> upon a showing that to require the installation of such <br /> sanitary sewer mains within the subdivision would not be <br /> feasible with regard to the extension of existing trunk and <br /> intemeptor mains to service the subdivision or that the <br /> particular locations or unusual circumstances of the <br /> proposed plat would cause undue hardship to either the <br /> owner/subdivider or the City. <br />2. Streets. Streets shall be constructed which are graded <br /> and paved in accordance with specifications provided by <br /> the City Engineer. <br />3. Curb and Gutter. Concrete curb and gutter shall be <br /> installed in those subdivisions where sanitary sewer and <br /> water are required. <br />4. Storm Drainage. A system of drainage that will <br /> adequately take care of the water runoff within the <br /> subdivision shall be provided. In the event it is feasible to <br /> connect to existing of proposed storm sewer systems, as <br /> identified in the City's storm drainage plan, storm sewer <br /> mains within the subdivision shall be installed. <br />5. Water. Water mains and service connections stubbed in <br /> to the property line shall be installed to serve all lots in the <br /> subdivision when the location of such plat is within an area <br /> of the City which is either being assessed for water service <br /> or within which such service has been authorized by the <br /> Council. The Council, in its discretion, may waive the <br /> application of this portion of the code upon a showing that <br /> to require the installation of water mains within the <br /> subdivision would not be feasible with regard to the <br /> extension of existing trunk mains to service the <br /> subdivision or that the particular locations or unusual <br /> circumstances of the proposed plat would cause undue <br /> hardship to either the owner/subdivider or the City. <br />6. Street Traffic Control Signals. If deemed necessary <br /> by the City Engineer and Council, the owner/subdivider <br /> shall install street traffic control signals. The signalization <br /> shall be constructed in conjunction with. the street unless <br /> the Council grants a waiver to delay signalization.
