I I I I I SubdivisiOn - Design Standards § 9.50.30 Subd. 2. Where City sewer and water facilities are not available for extension int~ proposed subdivision, the Council may permit the use of individual water and sewer systems in accordance with all appropriate State and local regulations. 9.50.54 Storm sewers. In an area not having municipal storm sewer trunk, the applicant shall be responsible, before platting, to provide for a storm water disposal plan in accordance W~ith the City's Comprehensive Drainage Plan without damage to properties outside the p~atted area and said storm water disposal plan shall be submitted to the City Engineer, wh~ shall report to the Council on the feasibility of the plan presented. No plat shall be apprq, ved before an adequate storm water disposal plan is presented and approved by the City l~n_ gineer and Council. The use of dry wells for the purpose of storm water disposal is p~hibited. In areas where an outlet for storm water does not exist and the developer is tmable to negotiate a drainage way with adjacent land owners, they may petition the C~ty to construct a drainage outlet. I I I I I I I I 9.50.55 i Election by City to install improvements. As stated in {}9.50.50 Subd. 6, the shbdivider may elect to construct the improvements at their own expense and without City ~articipation in the expense. However, the City reserves the right to elect to install all or ianY part of the improvements required under the provisions of this title pursuant to M.S., Chapter 429, as amended. If the City elects to install the improvements, the develope~ shall post a financial guarantee, in a form acceptable to the City, for the payment of thb assessments. 9.50.56 [ Subsurface conditions. The subdivider shall cause tests to be made of subsurface co~hditions to determine the nature and extent of subsurface soil, rock and water. The location ~nd results of said tests shall be made available to the City. 9.50.57 : Sidewalks and pedestrian ways. ' Subd. 1. All sidewalks and pedestrian ways required by the City shall be constructed of a four inch (4") concrete placed on a four inch (4") gravel base. Grades shall be as approved by the City Engineer. Sidewalks shall be placed in the public ROW one foot (1') Rom the property line and shall be a width designated by the City. ;Subd. 2. Construction of trailways All accessible bikeway/walkway trailways shall be constructed of a minimum two inch (2") bituminous mat on a two ~ch (2") gravel base. Grades and specifications shall be as approved by the City Engineeri All paved trailways shall be of an eight foot (8') width with two foot (2') graded should~rs. AH horse and wilderness trailways shall be graded to a minimum four foot (4') widffi and surfaced as detemaim~ recommended and approved by the Park and Recreati6n Commission and City Engineer. 9.50.58 ~ Public utilities. i Subdivision 1~ In all residential zoned subdivisions, all telephone, electric and ga~ service lines shall be placed underground within dedicated public ways or recorded easements in such manner as not to conflict with other underground services. All underground i~stallation of service lines within street ROW shall be completed in a manner which will notldisturb street surfacing. Upon completion of the installation of underground service lines ,in dedicated public ways, a tracing and two (2) copies of plans and specifications Showing the completed installation shall be filed with the City. Subd. 2. All utility poles, except those providing street lighting, shall be placed in rear ~ot line easements where feasible. ~"
