I

I
I
I
I
I
'1
I
I
I
I
I
I
I
I
i

I
I

1996

1.

o

1~96-2001 PARK AND RECREATION COMMISSION
RECOMMENDED CAPITAL IMPROVEMENT PROGRAM
NARRATIVE

Central park Expansion. This $105,000 expenditure from the Landf'dl Trust Fund is
intended to facilitate the purchase and/or development of the 35 acres east of the existing
Central Park, or fund the lighting of ballfields 3 and 4 and other improvements to Central
Park which could include additional parking and tennis courts. Readers of thins text will
also note Gat Item #15, in 1998, may also assist with this initiative.

Titterud .l~arking Lot and Tennis Court Light Improvements. Completing the
$120,000 ~0rojected expenditure from the Landfill Trust Fund in 1996 would be $15,000
allocated tO pave both the upper and lower parking lots at Titterud Park and add a timer to
the existin~ lights at the tennis court. The parks two existing sand parking lots receive a
significant! amount of activity. Currently the lots require frequent maintenance to remove
ruts. AestJaetics is also a concern and paving may result in a safer parking lot environment.
Blacktop ~so aids in access to the park by persons with mobility impairments. A timer for
the existin~ lights will allow players to activate the lights on an on-demand basis, rather
then have ~em come on automatically every night without regard for their need. (Motion
detector lighting will also be explored.) In conjunction with this a security light would be
added to the comer of the tennis court to light the playground, picnic area and the lower
parking lot.

Resurface Courts. This $3,500 General Fund expenditure will rectify the cracks in the
court surface and re-color the surface which will be the f'u'st significant maintenance the
court has r~eived in approximately 10 years.

Flintwoo~! Terrace Playground. West of Dysprosium Street, off of 142nd Avenue,
will be theisite for this $32,000 improvement consisting primarily of play equipment. It's
projected t~at the magnitude of the playground will be similar to Emerald Pond Park's. All
the residents in the effected area were invited to a neighborhood meeting to discuss the
expenditur~ and what might be in the park. Those comments will be used when selecting
the play equipment, and in addition, a couple different families volunteered to select the
specific eqifipment.

School Rink Replacement. As a result of the grading and site improvements for the
Ramsey Elementary School expansion, both rinks were demolished. The rinks are
intended t~ be replaced in the fall of 1995 for the 1995/1996 skating season. The School
District has agreed to fund the replacement of one rink with the City replacing the other.
The City's .half (projected at $10,000) is intended to be funded by Park Trust fund interest
earnings ifi available, as the rinks supply recreation to many users outside of the Sunfish
Lake district.

Emerald !Pond Park Phase II: Emerald Pond Park has received $112,000 in
improvemants to date. Approximately $106,000 is proposed for Phase II or for other
improvemants in the area. Additional landscaping is needed for the park, as well as
irrigation ~d possibly a larger shelter near the ballfield. Residents have also requested a
basketball Standard be placed at the end of the parking lot. Another improvement that could
be considei'ed for this district may be a short boardwalk through Hunters Hill Park to
Chestnut Hills 5th.
