'l
I
I
I

I
I
I

I
I
I
I
I
I
I
I

11.

12.

13.

14.

The Alpine Park site is located between the landf'fll and 153rd Avenue, west of Sunfish
Lake Boulevard. The park will be important as a community park, athletic complex, and
for neighl~orhood use. The $220,000 projected from the Park Trust fund will be enough
for Phase! I development of the park. The sum is expected to be derived from the
residential[ development of the property north of 153rd Avenue. Readers of this text will
note that }1998 also provides an opportunity for Landfill Trust fund dollars given
communi~ priority.
The park'/ planning will officially begin during the winter of 1995/1996 by a resident
committe~ of differing interests. In the spring of 1994, the City received a minor grant for
roadside tgee establishment. These small trees are held in pots and may be planted in
boulevard!fashion along 153rd Avenue in 1996 in anticipation for the park's development.

The acquisition of the Outlot in Reilly Estates is shown within this document to
explore th~ opportunity of adding this homeowner association parcel to the public domain.
The prope~y is a point on the Rum River overlooking one of the only tree islands in this
stretch of liver. The near channel is quite rocky with good fishing. The site is wooded
with excellent passive park development possibilities.

The primaw, owner is a developer with interest in the undeveloped land east of Woodland
Green Par~,'. Future park dedication resulting from development of this land (east of
Woodland!Green) could include the riverine outlot as well as expansion of Worxtland
Green.

Anoka Electric Cooperative Energy Park is shown in the 1997 CIP ledger as a
likely timeifor development; however, it may occur sooner. The park could be developed
using TlFlfunds and a contribution from AEC. The $25,000 estimate in the "other'
category cbuld represent monies derived from AEC's sale of commemial lots in their
subdivision, or similar sources. Proposed is picnic areas and paths for workers' breaktime
activities agound this commercial/industrial area. One proposal floated for the east portion
of AEC site was for a daycare facility. If this occurs, an active play area could be
integrated ~nto the 27-acre open space. As the County Road #116 corridor becomes a more
frequent work site destination and non-vehicular travel route, a rest area in this area is also
of value. AEC has indicated they will prepare a concept plan for the park for City review.

Concurrenl: with commercial development and street improvements could be sidewalk
and/or b~ulevard trees along the McKinley street extension. The proposed
$15,000 MSA amount could be supplemented with TIF funds if they are available at this
time.

tq3
