,I JOINT POWERS AGREEMENT FOR I I I I RAMSEY~ ELEMENTARY SCHOOL HOCKEY RINKS This agreement made and entered into as of the ~ day of , 1995, by and between ithe City of Ramsey, hereinafter referred to as "City" and Anoka-Hennepin Independent Sch ,~°1 District No. 11, hereinafter referred to as "School District." W1TNESSETH: Whereas, the parties have previously determined that a sound educational, recreational, and park system for its citizens requires the joint efforts of both parties so as to provide the highest quality system at Se lowest cost possible to the citizens; and Whereas, to implement this decision the parties desire to enter into an agreement for the joint construction and operation of facilities and programs; and Whereas, ~e parties desire to share in the funding of the construction and maintenance of the proposed improvements for hockey rinks; and Whereas, Minnesota Statutes Section 471.59 permits the parties hereto to enter into a Joint Powers Agreement to plan, build, and maintain the proposed improvements. NOW, TI-~. REFORE, pursuant to the authority granted by Minnesota Statutes Section 471.59 the parties do agree as follows: 1. purpose. The purpose of this agreement is to enable the City and the School District, through the~ ir joint and cooperative effort to expand the recreational, park and educational facilities available to the parties through the joint replacement and supervision of skating facilities at the Ramsey Elemehtary School located in the City. 2. Scope of the Project. The project shall include the construction of two hockey rinks northwest of the s~:hool and reinstallation of light standards sufficient to provide rink lighting. This agreement als0 covers the maintenance, scheduling and insurance of the existing wanning house building. 3. Con~stmcfion Plans and Specifications. Plans and,specificati6ns shall be prepared by the City and shall be approved by the School District prior to construction. The rinks will be
