Councilmemb~r <br />moved for i~s adoption: <br /> <br />introduced the following resolution and <br /> <br />RESOLUTION #95-11- <br /> <br />RESOLUTION ~STABLISHING A BUILDING PERMIT FEE FOR ALL NON- <br />RESIDENTIAL~BUILDING PERMITS AND CERTAIN RESIDENTIAL BUILDING <br />PERMITS ISSUED WITHIN THE CITY OF RAMSEY. <br /> <br /> WHEREA~, the City finds: <br /> <br /> 1. That new residential and new non-residential buildings <br /> i~pact the city by creating a need for additional <br /> c~llector/arterial streets and improvements to said <br /> s~reets; <br /> <br /> 2. T~at it is necessary to establish additional revenue <br /> sOUrces for the construction and improvement of the <br /> City's collector/arterial streets as a result of the <br /> i~pact of new non-residential buildings; and <br /> <br />and <br /> <br />Tkat an equitable method of obtaining revenue for the <br /> d . <br />c znstructlon and improvement of collector/arterial <br />s~reets is through additional building permit fees; <br /> <br /> WHEREA~, the City recognizes that it is essential to the <br />health, safe~y and welfare of the residents of the City and persons <br />working in the City that its transportation systems safely and <br />conveniently accommodate the traveling public; and <br /> <br /> WHEREASi, it is the purpose of this Resolution to establish a <br />system to create a revenue source for the construction of new <br />collector/arterial streets and the improvement of the City's <br />existing colilector/arterial street system; and <br /> <br /> WHEREASi, the City finds that the demand for transportation <br />facilities within the municipality is directly related to the <br />density and ~ntensity of development permitted and allowed within <br />the city. ~ore development means a greater number of people and <br />an increased!demand for transportation facilities and specifically <br />collector/arterial streets; and <br /> <br /> WHEREASi, it is the policy of the City that new residential <br />developments!and non-residential buildings shall pay an impact fee <br />for the purpose of creating revenue for the construction of new <br />collector/arterial streets and the improvement of the City's <br />existing collector/arterial street system; and <br /> <br /> WHEREASi, Section 8.01.03 of the city Code provides that <br />building permit fees shall, be amongst other things, ". . .as the <br />Council may deem necessary". <br /> <br /> <br />
