November 9, '1995

Ramsey City CoUncil
15153 Nowthen Boulevard NW
Ramsey, MN 55:~03

Dear Ramsey City Council:

We are writing to~ay as the Park and Recreation Commission for the City of Ramsey,
to ask that you re, consider your motion not to reappoint Ron Hetland to the Park and
Recreation Comr~ission. We are also writing to provide further explanation on our
recommendation iof Steve Ostrum being named to our Commission.

With respect to tl~e City Council's decision not to reappoint Chairman Hetland to the
Park and Recrea!ion Commission, we ask the City Council to reconsider this decision.
The leadership t~at Chairman Hetland has provided during the time we have served
with him has added a critical and cohesive element to our Commission. The history
and background f~hat Chairman Hetland is able to bring to our discussions has been
extremely helpful!in our decision making process. Mr. Hetland brings a veteran's
knowledge of thelcommunity and their needs. It is his longevity that brings to light
potential problematic areas that can be addressed in a proactive manner. While his
longevity has rai~,ed an issue with the City Council, it should be understood that it is
one of the great ~trengths he contributes to our Commission and to the City of Ramsey,
by serving this C~,mmission. The irony of his longevity versus Mr. Ostrum's newness
was not lost on u~. Perhaps City Council can enlighten this Commission on the
optimum number i~of years that a citizen of Ramsey is considered "valued" and when
they are "past their prime." Frankly, we did not understand the Council's logic or agree
with your rationale.

Please know thatlwhile the Commission culture to which Chairman Hetland has
contributed may ~e culturally different from your own, it has worked well for us and
generates good dialogue for discussion. We respect him. We have never received
any complaints fr~m citizens or City Council that would question his ability. This is
quite remarkable,i given he has served the Commission faithfully for 18 years!
