I <br />I <br /> I <br /> I <br /> I <br /> I <br /> ! <br /> I <br /> I <br /> I <br /> I <br /> I <br /> ! <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />REVIEW REQUEST FOR COUNCILMEMBER PARTICIPATION IN EMPLOYEE <br />GROUP HEALTH PLAN <br /> By: Jessie Hart, Finance Officer <br /> <br />Background: <br /> <br />Councilmember ]~,:yer recently approached staff inquiring as to the possibility of obtaining <br />health insurancet~ough PEIP as a member of the City of Ramsey group. <br /> <br />I have researched ihis request and found that the City's contract with PEIP is very specific as it <br />pertains to eligib~ity criteria. The PEIP contract states that if an employer has a written <br />eligibility policy, iB our case the Personnel Policy, then that is what is to be used in determining <br />eligibility. Our P~sonnel Policy currently includes "regular full-time employees" as eligible. It <br />specifically exclu4es all elective officials. I have attached a copy of the portion of the policy <br />which outlines elillible employees. <br /> <br />While the Personngl Policy could be amended to incorporate elected officials, all elected officials <br />would become a !part of the base group. This would then require all councilmembers to <br />participate with th~ cost either being borne by the City or by each councilmember. While our <br />group has the abi~ty to allow 25% of the base group to waive coverage, the current base has <br />already absorbed ihat 25% and currently has one individual on the waiting list for available <br />waiver spots.
