I
I
I
I
I
I
!
I
I
I
I
I
!
I
I
I
I
I
I

REVIEW REQUEST FOR COUNCILMEMBER PARTICIPATION IN EMPLOYEE
GROUP HEALTH PLAN
By: Jessie Hart, Finance Officer

Background:

Councilmember ]~,:yer recently approached staff inquiring as to the possibility of obtaining
health insurancet~ough PEIP as a member of the City of Ramsey group.

I have researched ihis request and found that the City's contract with PEIP is very specific as it
pertains to eligib~ity criteria. The PEIP contract states that if an employer has a written
eligibility policy, iB our case the Personnel Policy, then that is what is to be used in determining
eligibility. Our P~sonnel Policy currently includes "regular full-time employees" as eligible. It
specifically exclu4es all elective officials. I have attached a copy of the portion of the policy
which outlines elillible employees.

While the Personngl Policy could be amended to incorporate elected officials, all elected officials
would become a !part of the base group. This would then require all councilmembers to
participate with th~ cost either being borne by the City or by each councilmember. While our
group has the abi~ty to allow 25% of the base group to waive coverage, the current base has
already absorbed ihat 25% and currently has one individual on the waiting list for available
waiver spots. Thus, there would be no flexibility in allowing councilmembers to waive
coverage, even with the addition of five members to the base group.

Committee Actio~i:

For discussion purposes only.

Reviewed by:

City Administrator
Finance Officer

PC: 11/14/95
