PERSONNEL POLICY OF THE CITY CODE <br /> <br />PURPOSE <br /> <br />The City of Ramsey adopted Ordinance ~)1-15 (outhned below) mending Chapter 3.20 of <br />the Ramsey City Code in order to establish a uniform and equitable system of personnel <br />administration for employees of the City. <br /> <br />3.20.01 DEFINITIONS <br /> <br />Re_zular Full-Time Employee Any employee working a regularly scheduled work week <br />of 40 hours per week. This employee is eligible for vacation time, sick leave, holiday pay <br />and health and life insurance coverage. <br /> <br />Temporary Full-Time Employee Any employee working a regularly scheduled work <br />week, for an allotted period of time subject to PELRA (Public Employees Labor Relations <br />Act) laws, of 40 hours per week. This employee is not eligible for vacation time, sick <br />leave, holiday pay or health and Life insurance. <br /> <br />Re_zular Part-T/me Employee Any employee working a regularly scheduled work week, <br />averaging at least 14 hours per week. This employee is eligible for holiday pay, and <br />vacation and sick leave based on the number of hours worked during any given pay period. <br />This employee is not eligible for health and life insurance. <br /> <br />Temporary Parl~Time Employee Any employee working on an on-call basis subject to <br />PELRA laws. This employee banks no vacation time, sick leave, holiday pay and is not <br />eligible for health and life insurance. <br /> <br />Exempt Employee Any employee excluded from overtime and compensatory time <br />provisions of the Fair Labor Standards Act (FLSA). <br /> <br />Non-Exempt Employee Any employee subject to the overtime and compensatory <br />time provisions of the FLSA. <br /> <br />3.20.02 SCOPE OF POLICY <br /> <br />Except as otherwise specifica/ly provided, this chapter applies to all employees of the City <br />except the following: <br /> <br />All elective officials; <br />All appointed personnel; i.e., City Attorney and Health Officer;, <br />Members of City boards, commissions, and committees; <br />Volunteer fire fighters and other volunteer personnel; <br />Emergency employees who are employed for emergency work caused by natural <br />disaster;, <br />Other employees working temporarily, less than 14 hours per week. <br /> <br />Any employee included in a collective bargaining agreement entered into in accordance with <br />the Public Employment Labor Relations Act, Minnesota Statutes §I79.61 to 179.76 shall <br />be exempt from any provision of this part which is inconsistent with such agreement. Any <br />employee within the jurisdiction of a personnel board or civil service commission <br />established under Minnesota Statutes Chapters 44, 419, or 420 is exempt from any <br /> <br /> I <br /> ! <br /> I <br /> I <br />I <br />I <br /> <br /> <br />
