I ~[ CASE # ADOPT ~)RDINANCEAMENDING SUBDIVISION ORDINANCE TO · R~QUIRE IMPACT FEES FOR ARTERIAL STREETS By: Jessie Hart, Finance Officer and Bill Goodrich, City Attorney I Background: ~ On May 23, [995, the Road and Bridge Committee presented a recommendation to implement a u~sponation impact fee for developers. The City Council approved the recommendafi~ n. This fee would be utilized to offset costs for arterial street improvements including ~ sses and signoli:,ztion where necessary that were caused by new I development. ?he fee slxuemre was adopted at that May 23 meeting; however, there was not an ordinan e in place that would allow such a fee. I On November ii4, 1995, City Attorney Goodrich presented an ordinance establishing a developmental lassessment fee on all new subdivisions. Council introduced such ordinance at that time. 1~. Goodrich also disseminated a memorandum (enclosed) to Council that i noted a resolution that would be presented at this evening's meeting entitled "Resolution establishing a_ [building permit fee for all non-residential building permits and certain residential buil~ling permits issued within the City of Ramsey". The memo also stated that the ordinance ~nd resolution would be more thoroughly reviewed by the Road and Bridge I Committee an~[Council at tonight's meeting. All the information is included with this case for further revi~iw and both the ordinance and resolution are being presented to Council for formal adopfio: a. I Council Action: i Motion to rec~)mmend Council adopt Ordinance g95-XX establishing a developmental assessment fee on all new subdivisions. - and - I Motion to reeog~mend Council adopt Resolution g95-11-, establishing a building permit fee for all non-~-esidential building permits and certain residential building permits issued I within the Citylof Ramsey.
