IPREAMBLE. <br />The City finds: <br /> <br /> 1. T at new development within the City creates additional <br /> t~affic and therefore generates the need for con- <br /> struction-of additional collector/arterial streets as <br /> w~ll as the need for improvements to said streets; <br /> <br /> 2. T~at new residential developments and non-residential <br /> b~ildings impact the City by creating a need for <br /> a~ditional collector/arterial streets and improvements <br /> to the said streets; <br /> <br /> 3. That it is necessary to establish additional revenue <br /> sgurces for the construction and improvement of the <br /> C~ty's collector/arterial streets; and <br /> <br /> 4. That an equitable method of obtaining revenue for the <br /> c~nstruction and improvement of collector/arterial <br /> s~reets ~s through a residential developmental assessment <br /> add through additions to certain building permit fees. <br /> <br />SECTION 2. ~ PURPOSE <br /> <br />It is the pgrpose of this Ordinance to establish a system to create <br />a revenue Source for the construction of new collector/arterial <br />streets an~ the improvement of the City's existing collector/ <br />arterial street system. <br /> <br />SECTION 3. AMENDMENT <br /> <br />Section 9.90.40 is hereby added to the City Code, Which section <br />provides as~ follows: <br /> <br /> 9.50.4~ Developmental Assessment <br /> <br /> S~bd. 1. Purpose. The City recognizes that it is <br /> ~ssential to the health, safety and welfare of the <br /> ~esidents of the City and persons working in the City <br /> .~hat its transportation systems safely and conveniently <br /> a~Ccommodate the traveling public. <br /> <br /> <br />
