I I I I I I I I I I I I I I I I I I COUNCIL [BUSINESS/PUBLIC HEARING Case #1 - 10: Public Hearings and Levy of Assessments for the 1995 ~ Street Maintenance Program City Enginee~ Jankowski reported there are 10 public hearings to conduct pertaining to the 1995 Street Wmintenance Program. He presented a brief overview of each project which includes eigh~ sealcoatings and two bituminous overlays. Mr. Jankowski summarized the assessment/p~tition process. #1: g95-0~1: Sealcoat and Crack Fill to River's Bend 1st, 2nd and Plaza Additions Mayor Hardier adjourned the regular portion of the City Council meeting at 7:12 p.m. in order to cond~act the public hearing. Public HeaTing Mayor Harditi called the public hearing to order at 7:12 p.m. Citizen Inp ~ut Bob Potter, 1;4368 Waco Street N.W., Ramsey, stated that his concern is not the amount of money for thb assessment but the assessment itself. He was a resident of Anoka for 30 years and wa~ never assessed for street maintenance. He stated that Waco Street is a very long street an~:l very heavily traveled. He questioned if with the heavy traffic, would this street still be ~,ealcoated at the 7-year intervals. Mr. Jankowski assured him that the travel should not hasten the need for extra sealcoating. ? John Stong, 1~.4737 Xkimo Street N.W., Ramsey, stated that the amount of the assessment is not a big dc~al; however, he thought that sealcoating had just been done in his area about five years prior. Mr. Jankowski replied that it was done in 1988. Mr. Stong didn't remember being assessed at that time. Mr. Jankows~ stated that the developer put up an amount for the first sealcoat. Mr. Stong reL~orted that the job previously done was done poorly. He expressed concern about loose r ~6cks and when the sweeping is done. He inquired how the decision is made to do the streets. Mr. Jankowski explained that the streets are reviewed for wear. With regard to the aggregate, th~'s year he required the sweeping be done three days after the sealcoat. However, while the loose gravel is a hazard, three days is too soon. Motion by Cauncilmember Zimmerman and seconded by Councilmember Peterson to close the public he~ring. Motion card.ad.
