We offer <br /> the following eoments: <br /> <br />1. Zoning atad General: The property i~ zoned Planned Unit Development and is a part of <br /> the approved concept plan for Northfork dated January 1, 1985. The preliminary plat <br /> currently uhder review proposes to create another ! I single famiIy lots and one ouflot. <br /> <br />2. Lot Dimensions and Area: In keeping with the Northfork P.U.D. concept <br /> modifications approved in May of 1990, all of the lots in Northfork Itasca Shores are at <br /> least one a~re in size and 160 feet wide either at the s~'eet frontage or building setback line. <br /> <br />3. Soils: Alllof the lots must contain a minimum of 27,225 square feet of Class A soils to be <br /> deemed statable for on-site septic systems. Soils in the area are predominantly Hubbard <br /> Sand, which are Class I soils, and marsh soils are adjacent to Lake Itasca. It appears the <br /> Class I soi~ requirements can be met, however, SCS soils data needs to be superimposed <br /> on the protk~sed plat to determine if this criterion can be met. <br /> <br />4. Park De~lication: In accordance with the May 9, 1989 Northfork Park Dedication <br /> Agreeme~, there are no park dedication obligations to met in this plat other than the <br /> dedication iof the previously agreed to 75 foot wide trail corridor. <br /> <br />5. Streets: .The lots are proposed to receive access from a cul-de-sac that exceeds the 600 <br /> foot maximum length restriction by 500 feet. Staff was reluctant to support'this extended <br /> cul-de-saci until the developer agreed to construct the bubble with a landscaped center <br /> island. T~e center island allows school buses and fu'e trucks and other larger vehicles to <br /> drive dow~ the cuI de sac, around the center island, and back out of the neighborhood <br /> again withlout having to stop and back up to achieve the turning radius they need to exit the <br /> area. Als~ a trail connection is proposed from the end of the cul-de-sac which could serve <br /> as an emergency access to the residences along the street. The name "Itasca Circle" is a <br /> deviation t~om the City's grid pattern and will require Council approval. <br /> <br /> Transpor[ation Impacts: On November 20, 1995, the Ramey City Council approved <br /> the implementation of a Transportation Impact Fee. At this time, the fee is proposed at <br /> $500.00 p~r lot. The exact implementation details have not been finalized but Nonhfork <br /> Itasca Shotes is potentially impacted by this new fee. <br /> <br /> <br />
