We offer the following eoments: 1. Zoning atad General: The property i~ zoned Planned Unit Development and is a part of the approved concept plan for Northfork dated January 1, 1985. The preliminary plat currently uhder review proposes to create another ! I single famiIy lots and one ouflot. 2. Lot Dimensions and Area: In keeping with the Northfork P.U.D. concept modifications approved in May of 1990, all of the lots in Northfork Itasca Shores are at least one a~re in size and 160 feet wide either at the s~'eet frontage or building setback line. 3. Soils: Alllof the lots must contain a minimum of 27,225 square feet of Class A soils to be deemed statable for on-site septic systems. Soils in the area are predominantly Hubbard Sand, which are Class I soils, and marsh soils are adjacent to Lake Itasca. It appears the Class I soi~ requirements can be met, however, SCS soils data needs to be superimposed on the protk~sed plat to determine if this criterion can be met. 4. Park De~lication: In accordance with the May 9, 1989 Northfork Park Dedication Agreeme~, there are no park dedication obligations to met in this plat other than the dedication iof the previously agreed to 75 foot wide trail corridor. 5. Streets: .The lots are proposed to receive access from a cul-de-sac that exceeds the 600 foot maximum length restriction by 500 feet. Staff was reluctant to support'this extended cul-de-saci until the developer agreed to construct the bubble with a landscaped center island. T~e center island allows school buses and fu'e trucks and other larger vehicles to drive dow~ the cuI de sac, around the center island, and back out of the neighborhood again withlout having to stop and back up to achieve the turning radius they need to exit the area. Als~ a trail connection is proposed from the end of the cul-de-sac which could serve as an emergency access to the residences along the street. The name "Itasca Circle" is a deviation t~om the City's grid pattern and will require Council approval. Transpor[ation Impacts: On November 20, 1995, the Ramey City Council approved the implementation of a Transportation Impact Fee. At this time, the fee is proposed at $500.00 p~r lot. The exact implementation details have not been finalized but Nonhfork Itasca Shotes is potentially impacted by this new fee.
