Review Letter
Northfork Itasca Shores
November 29, 1995

Bituminous Trail: In exchange for a cul-de-sac length that is nearly twice as long as
code allows, City Staff recommended that an easement be provided off the end of the cul-
de-sac to connect with the existing trail easement running east and west in the power line
easement. In an emergency situation, these easements could be used as an altemate access
to or from the neighborhood. In addition, Staff is recommending that the developer be
required to pave a 9 foot wide path in these easements south and west to I53rd to facilitate
travel by emergencY vehicles. The developer is also being requested to pave this trail to the
east to connect with the existing trail. The City will reimburse the developer for paving the
trail to the east at a rate of $6.00 per foot. The City needs to resolve with the Developer
how the trail will extend to the east to connect with the existing trail system: i.e., can the
trail traverse the lake easement to the east?

Drainage and Easements: The drainage plan calls for the installation of a storm sewer
down the length of Itasca Circle. This storm sewer will collect runoff from the Itasea
Circle as well as from approximately 500 fe~t of Andrie Street between 153rd and Itasca
Circle. This will improve the drainage situation further down Andrie Street. The rear
yards of Lots 1 through 6 drain overland into Lake Itasca. The rear yards of Lots 7
through 11 can be drained to a storm sewer manhole located in the rear yard of Lot 8. This
storm sewer line will carry drainage from a section of 153rd Avenue. The existing storm
pipe terminates a short distance north of 153rd Avenue and it continues to transmit runoff
through a ditch. This ditch system should be replaced with a closed conduit storm sewer.
Finally, a sedimentation pond is provided for runoff from ail paved surfaces prior to
discharge into Lake Itasca. It is recommended that this sedimentation pond be relocated
from the rear of Lots 4 and 5 and be placed adjacent to Itasea Circle to better facilitate
cleaning without disturbing homeowner landscaping.

Tree Preservation and Planting Plan: Language should be added to the Grading
Plan to reflect that there will be one 2-inch diameter tree planted in the front yard of each
lot. Care should be taken to preserve the wooded areas in the northeast comer of the plat.s

The Planning Commission will be meeting at 7:30 p.m. on Tuesday, December 5, 1995 to conduct
the public hearing and consider your request for preliminary plat approval of Northfork Itasca
Shores. It is important that you, or your representative, be present at the meeting to answer any
questions that may arise.

Respectfully,

CITY OF RAMSEY

Sylvia Frolik
zoning Administrator

City Engineer

Planning Commission

Gerald Flodcn
Ulteig Engineers
520I East River Road, Suite 308
Minneapolis, Mn 55421

I
I
I
I
I
!

I

I
I
I
!
I
