Schroeder <br /> <br />Background:i <br /> <br />Recently Coun9il adopted a resolution agreeing to participate in the new Metropolitan <br />Livable Comm~nities Program. As part of this program, we have until December 15 to <br />negotiate hous~g goals and then until June 30, 1996, to develop an action plan on how we <br />will work toward these goals. While the Metropolitan Council states these goals as 2010 <br />goals, we havd the opportunity to reneg°tiate them each year should we wish (at least at <br />this point). <br /> <br />I met with Metropolitan Council staff Mark Fillipi and Tom Caswell on November 30, <br />1995, to discusts the housing benchmarks. You may recall that we had concerns in several <br />areas for sever/d reasons, the least of which was not that we seem to have very little ability <br />to achieve som~ of these goals. According to the Metro staff, we have the ability to suggest <br />housing goals ~hat meet our particular unique circumstance. Given that, I would like to <br />suggest the following goals: <br /> · Current Index Benchmark City Goal <br /> <br />Affordability <br /> Ownership <br /> Rental <br />Life-Cycle ~ <br /> Non-single IFamily <br /> Owner/renter mix <br />Density ~ <br /> Single F ..a~ y <br /> Multifamily <br /> <br /> 88% [,7~69-87% 70% <br /> 29% 35 50% 35% .~,/,[~: <br /> <br />4% 3 35% <br />97/3% <br /> <br />0.8/acre 1.9 - <br />Unknown 8/acre <br /> <br />I believe we can achieve these goals but for the life cycle category. In that case we mu: <br />use only MUSA land currently not under a plat review process. Hence these numbers <br />to only future !and within the MUSA, not existing land in the MUSA or outside of it. <br />density target.~, by default are given for MUSA land (all land within the MUSA <br />developed or riot) but the affordability index is City-wide. <br /> r <br />If Council is i* support of the above, we would ask you to adopt the resolution attached <br />this case; or, iff the alternative, pass an ammended resolution.
