90 cities sign on to 'Livable Communities The 90 cities who have signed on to the Livable Communities Act still have their work cut out for them. "We are pleased with the num- ber of communities that are choosing to participate in 1996," said Council Chair Curt Johnson. "As the program con- tinues into future years, we expect even more communi- ties will take part." In accordance with the law, cit- les must now devise their hous- lng goals by Dec. 15 and pre- pare action plans by June 3, 1996. The deadline for signing up for the act was Nov. 15. There were 187 eligible communities. "They (cities) wil~ need to fig- ure out the steps to actually make these (goals) happen," said Craig Rapp of the Metro- politan Council. .The action plans dealing with housing Witl be allowed to double as the housing elements of cities' updated comprehen- sive plans, according to Rapp. The 1995 Metropolitan Land Planning Act mandates that cit- ies must update their compre- hensive plans by 1998. The Met Council will-hold a public hearing on the housing goais developed by the partici- pating communities on Dec. 21. A public comment period runs through Jan. 8, with Council adoption of the housing goals on Jan. 11. The act establishes a fund fo.r cities to invest in local economic revitalization and affordable housing initiatives. Participat- lng cities are eligible to com- pete for funding incentives in the form of loans and grants for: 1) affordable and life-cycle housing to meet the needs of people of all incomes and all stages of life, 2) clean-up of polluted lands for business de- velopment and jobs, and 3) lo- cal models of compact and.tram sit-oriented development and redevel0pment. In addition to the 90 communi- ties that have formally signed on, the Met Council expects reconsideration or consider- ation in the cities of Andover, Anoka, Lakeville and Vadnais Heights.
