90 cities sign on to 'Livable Communities <br /> <br /> The 90 cities who have <br /> signed on to the Livable <br /> Communities Act still have their <br /> work cut out for them. <br /> "We are pleased with the num- <br /> ber of communities that are <br /> choosing to participate in 1996," <br /> said Council Chair Curt <br /> Johnson. "As the program con- <br /> tinues into future years, we <br /> expect even more communi- <br /> ties will take part." <br /> In accordance with the law, cit- <br /> les must now devise their hous- <br /> lng goals by Dec. 15 and pre- <br /> pare action plans by June 3, <br /> 1996. <br /> The deadline for signing up <br /> for the act was Nov. 15. There <br /> were 187 eligible communities. <br /> "They (cities) wil~ need to fig- <br /> ure out the steps to actually <br /> make these (goals) happen," <br /> said Craig Rapp of the Metro- <br /> politan Council. <br /> .The action plans dealing with <br />housing Witl be allowed to <br />double as the housing elements <br />of cities' updated comprehen- <br />sive plans, according to Rapp. <br /> The 1995 Metropolitan Land <br />Planning Act mandates that cit- <br />ies must update their compre- <br />hensive plans by 1998. <br /> The Met Council will-hold a <br />public hearing on the housing <br />goais developed by the partici- <br />pating communities on Dec. 21. <br /> A public comment period runs <br />through Jan. 8, with Council <br />adoption of the housing goals <br />on Jan. 11. Participat- <br />lng cities are eligible to com- <br />pete for funding incentives in <br />the form of loans and grants for: <br />1) affordable and life-cycle <br />housing to meet the needs of <br />people of all incomes and all <br />stages of life, 2) clean-up of <br /> <br />polluted lands for business de- <br />velopment and jobs, and 3) lo- <br />cal models of compact and.tram <br />sit-oriented development and <br />redevel0pment. <br /> In addition to the 90 communi- <br />ties that have formally signed <br />on, the Met Council expects <br />reconsideration or consider- <br />ation in the cities of Andover, <br />Anoka, Lakeville and Vadnais <br />Heights.
