Additionally, _~taff feels it would be beneficial to extend street and utility improvements eastward for a~listance to allow the parcel east of the EDM Inc. lot to be readily marketable. We recommenkt that the street extension be designed and constructed for a minimum of 1,000 feet. Iff our discussion with EDM Inc., we have agreed to a goal of having the McKinley Sm~et extension in place by July 1, 1996. This extension would have an approximate_ ~tal project cost, including consu'ucfion and project overhead, of approximatelyl $100,000. In selecting a ~nsultant for this work, I would recommend that we obtain proposals from several consultants and award on the basis of price and experience. I would propose the City send RFP.'s to: 1. HakansontAnderson - This is a locally based firm from Anoka which did the engineering on Business Park 95 of which this project will be an extension. 2. John Oliveir Inc. - This is a locally based fn-rn from Elk River having a background in general ci~l work such as this project. 3. MSA Inc. i- this fu'm has expressed interest in performing work in Ramsey and is currently ~fforming work in neighboring Elk River. Recommendation: I would recommend the following regarding the selection of consultants for the above 1996 construction p/gjects: Wetlan~l~ #114P Mitigation for filling associated with Sunwood Drive - Negotiate a changelof scope contract with John Oliver & Associates Inc. Extens$on of Sunwood Drive from C.R. #56 to C.R. #116 and sanitary sewer and waterr~n extension to AEC Energy Park - Accept Hakanson Anderson proposal in the n~t-to-exceed amount of $24,800 for basic engineering services and constrficfion, staking and inspection on an hourly basis estimated at $28,500.
