" <br /> <br />The city finds: <br /> <br /> 1. That new development within the City creates additional <br /> ~raffic and therefore generates the need for con- <br /> ~truction 'of additional collector/arterial streets as <br /> ~ell as the need for improvements to said streets; <br /> <br /> 2. That new residential developments and non-residential <br /> Duildings impact the City by creating a need for <br /> ~dditional collector/arterial streets and improvements <br /> ~o the said streets; <br /> <br /> 3. ~hat it is necessary to establish additional revenue <br /> sources for the construction and improvement of the <br /> ~ity's collector~.arte~ial streets; and <br /> 4. ~hat an equitable method of obtaining revenue for the <br /> ~onstruction and improvement of collector/arterial <br /> ~treets ~s through a residential developmental assessment <br /> ~nd through additions to certain building permit fees. <br /> <br />SECTION 2.~ PURPOSE <br /> <br />It is the p~rpose of this. Ordinance to establish a system to create <br />a revenue Source for the construction of new collector/arterial <br />streets an~ the improvement of the City's existing collector/ <br />arterial s~reet system. <br /> <br />SECTION 3. ~ AMENDMENT <br /> <br />Section 9.$0.40 is hereby added to the City Code, Which section <br />provides asi follows: <br /> <br /> 9.50.4i0 Developmental Assessment' <br /> <br /> S~bd. 1. Purpose. The City recognizes that it is <br /> e~senti~l to the health, safety and welfare of the <br /> rmsidents of the City and persons working in the City <br /> that its transportation systems safely and conveniently <br /> accommodate the traveling public. <br /> <br /> <br />
