That~ new residential and new non-residential buildings <br /> impa~t the City by creating a nee~ for additional <br /> colleCtor~arterial streets and improvements to-said <br /> streets; ' <br /> <br /> il <br /> ! <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br /> <br /> 2. That! it .is necessary to establish additional revenue <br /> sour=es for the construction and improvement of the <br /> City's collector/arterial streets as a result of the <br /> impact of new non-residential buildings; and <br /> <br /> 3. That~ an equitable method of obtaining revenue for the <br /> construction and improvement of collector/arterial <br /> streets is through additional building permit fees; <br /> and <br /> <br /> WHEREAS, ithe City recognizes that it is essential to the <br /> health, safetyland welfare of the residents of the City and persons <br /> working in the city that its transportation systems safely and <br /> conveniently ~ccommodate the traveling public; and <br /> <br /> WHEREAS, iit is the purpose of this Resolution to establish a <br /> system to create a revenue. source for the construction of new <br /> collector/arterial streets and the improvement of the City's <br /> existing colleCtor/arterial street system; and <br /> <br /> WHEREAS,.ithe City finds that the demand for 'transportation <br />facilities within the.municipality is directly related to the <br />density and i~%ensi~'of development permitted and allowed within <br />the City. Mo~e development means a greater number of people and <br />an increased d~mand for transportation facilities and specifically <br />collector/art,.e~lal streets; and <br /> <br /> WHEREAS, lit is the policy of the City that new residential <br />developments a~d non-residential buildings shall pay an.impact fee <br />for the purpose, of creating revenue for the construction of new <br />collector/arte~lal streets' and the improvement of the city's <br />existing colleDtor/arterial street system; and <br /> <br /> W~EREAS, iSection 8.01.03 of the City Code provides that <br />building permi~ fees shall, be amongst other things, ". . .as the <br />Council may deem necessary". <br /> <br /> <br />
