That~ new residential and new non-residential buildings impa~t the City by creating a nee~ for additional colleCtor~arterial streets and improvements to-said streets; ' il ! I I I I I I I 2. That! it .is necessary to establish additional revenue sour=es for the construction and improvement of the City's collector/arterial streets as a result of the impact of new non-residential buildings; and 3. That~ an equitable method of obtaining revenue for the construction and improvement of collector/arterial streets is through additional building permit fees; and WHEREAS, ithe City recognizes that it is essential to the health, safetyland welfare of the residents of the City and persons working in the city that its transportation systems safely and conveniently ~ccommodate the traveling public; and WHEREAS, iit is the purpose of this Resolution to establish a system to create a revenue. source for the construction of new collector/arterial streets and the improvement of the City's existing colleCtor/arterial street system; and WHEREAS,.ithe City finds that the demand for 'transportation facilities within the.municipality is directly related to the density and i~%ensi~'of development permitted and allowed within the City. Mo~e development means a greater number of people and an increased d~mand for transportation facilities and specifically collector/art,.e~lal streets; and WHEREAS, lit is the policy of the City that new residential developments a~d non-residential buildings shall pay an.impact fee for the purpose, of creating revenue for the construction of new collector/arte~lal streets' and the improvement of the city's existing colleDtor/arterial street system; and W~EREAS, iSection 8.01.03 of the City Code provides that building permi~ fees shall, be amongst other things, ". . .as the Council may deem necessary".
