She indicated that it was interesting to <br />"be involved" with the park and recreation aspect of the City. <br /> <br />It was based on this part of her interview that I was compelled to allow the continuance of this <br />duty. <br /> <br />Observation: <br /> <br />During the first six-months of my employment I noticed a major change and apparent strain in <br />the working relationship between Linda and Parks and Utilities Supervisor Mark Boos, the staff <br />liaison to the Commission in question. I believe this strain, for whatever reason, was the <br />underlying reason for her requests to be relieved of this duty, even though that has never been <br />stated as the reason. <br /> <br />Linda has requested that she be relieved of this duty of two occasions, the first being shortly after <br />her probationary period ended and the most recent was a few weeks before her appearance at the <br />Personnel Committee meeting on November 14, 1995. I responded in both instances that it was <br />not feasible to move that duty as there was not really anyone who could pick up another meeting <br />at this time. <br /> <br />That is currently the situation. While it might make more sense to move all minute taking to <br />Administrative Services, there is not room to add another night meeting to the already heavy <br />load. We have people who were not hired to perform this type of function and do not posses the <br />necessary skills, The individuals taking minutes are already over burdened with their assigned <br />meetings, special meetings and the provision of back-up to the others. The nature of the off site <br />Park and Recreation Commission meetings does not facilitate recording the meetings as is done <br />with EDC. In any event, transcription of minutes would still be necessary. <br /> <br />It is currently proposed to add 1040 hours of clerical time in 1996 in Administrative Services. <br />These hours, if adopted would provide for clerical overload and for as needed transcription <br />services for the Police Department, as was recently discussed. If approved, this could result in a <br />viable alternative to the current situation, depending on what is established as criteria prior to <br />advertising (i.e., required to attend night meetings and perform minute taking functions). <br /> <br />In the meantime, however, the alternatives available to us are not any better than the current <br />situation. <br /> <br />Staff Recommendation: <br /> <br />It is Staff's recommendation that this matter tabled until SUch time as the additional clerical time <br />or position presents an oppommity for possible change. <br /> <br /> <br />
