Staff was instructed to
research the issueI and report back. The following is a summary of the events that have taken
place since I was l~ired as the Finance Officer in June of 1993.

On May 27, 1993~ my attendance was requested at performance evaluation training at the City of
Ramsey on June 3i 1995, from 1:00 until it ended around 4:00. A day or so later, Kay McAloney
contacted me and! inquired as to whether I could come about 1/2 hour earlier to interview an
internal candidate ~oeing considered for the Accounting Clerk position. This candidate was Linda
Mayer. ~

Prior to the interview I was provided Linda's application information and had the opportunity to
discuss her past p]efformance with both Sandra Helling and Mary Gomez. Both had indicated
that she had bee~ hired originally to work half-time in each of Administrative Services and
Finance, which a .~tually made her a prime candidate for the job. They went on to explain her
involvement with ~e Park and Recreation Commission.

After some brief ~liscussion regarding the minute taking I inquired of Mary as to whether this
"upset" the work ~load in the Finance Department and she assured me that Linda would be
allowed to take time off hour-for-hour during the week of a Park and Recreation Commission
meeting and that any hours required for the transcription of the minutes would be done as
overtime and char ed to the Park and Recreation cost center. I had asked because it is out of the
ordinary to have a. accounting clerk performing such tasks.

Linda and I met atter my discussions with Sandra and Mary had ended. I too inquired of her as
to the minute takiitg. She responded to me that she enjoyed the variety of the duty and that she
