concerns of the neighbors. The building will match the club house exactly and it will not
be an eye sore. He commented that all neighbors like having that golf course them.

Bob, Morton Builders told about the construction of the building and what would be stored
inside of it He stated that even just 50 feet away from the building, you will not hear any
noise because it is acoustically sound. He added that the majority of the work will be done
inside the building. After the building is complete, they will be landscaping to the tree line
and he feels this will be one of the best landscaped buildings in Ramsey.

Mr. Schmidt stated that the golf course people do not care. They will get away with what
they can. He stated that the trees were not planned for there until he complained. He also
commented on the clean up that the golf course has been asked to do that has never been
done.

Kent Lungstrom, 16740 Iodine Street N.W., Ramsey, stated that he lives on the north side
of the course. He has listened to the argument of the need for this maintenance building
from a safety standpoint. He stated that he has 15 and 17 year-old children and he would
hate to have them taking that maintenance equipment across Highway #47. He expressed
support for having the building on the same side as the course.

Mr. Cook presented a tunnel theory. With regard to the building being soundproofed, he
felt that unless the building is air conditioned, the doors will be open and there will be noise
coming out of the building. He felt the golf course is making promises just to get their
permit. If it were up to him, he would not issue them a permit because of their past record.

Mr. Schmidt asked for a valuation impact to be done on his property and any one else's
and, if compensation is due, the City or the golf course should compensate for loss of
value. The City or the course should also pay for the Realtor's fees and the moving
expenses for any resident who doesn't want to stay in the area because of this building.

Mr. Cook stated that Council seems to be hurrying this along and he asked that time to
taken to decide to do the fight thing. The golf course needs a building - the building is
okay - the location is bad. He suggested sending this issue back to the Planning
Commission for discussion to look at other locations and also consider the tunnel theory.

Motion by Councilmember Zimrnerman and seconded by Councilmember Beahen to adopt
Resolution #95-08-179 adopting Findings of Fact ~0385 relating to an amendment to the
development plan for the Rum River Hills PUD Development Agreement.

Motion carried.
