By: <br /> <br />WARD/PRIMARY ELECTIONS <br /> Ryan Schroeder, City Administrator <br /> <br />CASE # <br /> <br />Background: <br /> <br />At the last Charter Commission meeting, Staff was directed to survey the citizens on four <br />questions pursuit to the attachment. As you can see, at the time of preparation of the <br />survey results, 0nly 32 persons had responded. This is less than one percent (1%) of <br />Ramsey households and certainly not statistically significant. However, there were some <br />interesting resp~ses. <br /> <br />Slightly over half of those expressing an opinion recommended a primary election (57.14 . <br />%) and a four ye~ar mayoral term of office (54.84%): The tally was fairly evenly dispersed <br />on the two wardloptions and at large question. However, 71.88% favored something other <br />than the at largd system presently in place. Further, 74.07% favored an increase in the <br />number of seats On the Council with 85% of these favoring two additional members rather <br />than four. <br /> <br />Of the thirty-one, cities (including Ramsey) between 10,000 and 20,000 in population in <br />Minnesota, 61% !have five-member Councils (see attachment). The next highest percentage <br />is for seven-member Councils at 19.35%. <br /> <br />Given all of the; above, perhaps the various issues deserve additional consideration but <br />certainly we are not receiving a stampede from persons desirous of change at this time. <br /> <br />Commission Action: <br /> <br />Based upon discussion. <br /> <br />Reviewed by: <br /> <br />City Administrator <br /> <br />Charter: 12/16/93 <br /> <br /> <br />
