CASE I

WARD SYSTEM VERSUS AT LARGE
By: Jo Thieling, Recording Secretary

Background:

The Charter Commi.~sion discussed the ward versus the at large Council system at its June,
September and December meetings. A questionnaire asking the City's residents to
comment on thy ward versus at large system had been published in 'the October Ramsey
Resident. At tha December meeting, the results of this questionnaire were discussed. The
survey returns were not overwhelming, however, the comments did Suggest that something
other than the.at~arge Council system should be discussed. Consensus of the Commission
was that the issuO wan'anted more discussion, however, the feeling was maintained that "if
it's not broken, don't fix it".

The Commissioa felt they needed more information regarding the pros and cons of both
systems. City Administrator Schroeder and some members of the Charter Commission
offered to contae~t different sources to receive more information on the ward system.

Chairperson Steffen has invited Mr. Lan3' Johnson, a Charter Commission member for the
City of Coon Rai~ids, to be present at this meeting. The City of Coon Rapids just recently
changed to the Ward system.

I am enclosing the information City Administrator Schroeder received from the League of
Minnesota Citie~ on the subject and also a page from the City Activities section of the
January 1994 LMC magazine.

Commission Action:

No action necessary - informational only.

Reviewed by:

City Administrator

Charter:. 01/20/94

/jmt
