Ms. Hart stated that is why the excess fund policy was set up the way it was. <br /> <br />CouncilmembCr Zimmerman stated that a comment was made at the Finance Committee <br />concerning fai~ ess of certain departments. In the future, maybe a policy can be developed <br />regarding departments taking a cut if necessary, etc. <br /> <br />Motion by Co~ncilmember Peterson and seconded by Councilmember Beyer to adopt <br />Resolution ~:)$~-02-048 receiving bids and awarding contract for one commercial mower to <br />Midwest Speci~ty Sales for an amount not-to-exceed $25,986.00. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Pcterson, Beyer, Beahen <br />and Zimmerman. Voting No: None. <br /> <br />MAYOR AND COUNCIL INPUT . <br /> <br />I) Refrigerator Purchase <br /> <br />Finance Officar Hart informed Council that the refrigerator had to be replaced in the <br />employee's breitk room. <br /> <br />2) Administrative Services Manager Position <br /> <br />City Administrator Schroeder stated that the City advertised for an Assistant to the City <br />Administrator position. Two hundred requests for applications were received and 112 of <br />these applications were returned. We received a few additional applications after the <br />deadline. The ~pplications were scored on a 100-point scale based upon the minimum <br />requirements. Following this scoring, 33 applicants were deemed to meet the minimums. <br />Sixteen of the applicants meet the qualifications to be interviewed. He stated he intends to <br />pare down the list of finalists prior to asking anyone to come in for an interview. The <br />advertised range, of pay was $31,000 to $40,000. The bulk of the applicants are currently <br />being paid frora $32,400 to $41,000. He felt it would be difficult to find someone toward <br />the bottom of the pay range. Mr. Schroeder reported that all 112 applications are available <br />for Council's review. He added that he hopes to conduct telephone interviews because of <br />the distance away of some of the applicants. He continued that he had spoken with one of <br />the members of the Personnel Committee today and it was suggested that Council be <br />involved at this point. He thought he would pare it down more first as he had not expected <br />that Council wanted to be involved prior to that point. He then inquired how Council felt. <br /> <br />Councilmember Beyer stated she had contacted Mr. Schroeder today. Prior to that, she <br />wasn't aware th,at he had already sent letters to some of the applicants; she did not expect <br />him to move that fast. Councilmember Beyer felt it would be a good idea to have the <br />Personnel Committee to be more active in the beginning. She added that she really didn't <br />know what coulfl be done at this point other than becoming involved from this point on. <br />She stated as fg as telephone interviews, she is open to that idea. She sees it as a viable <br />solution for those out of state as it saves expense for them. <br /> <br />Councilmember Beahen agreed with Councilmember Beyer. <br /> <br />Mayor Hardin did not see how Council would have time to be more involved in this <br />process and was in agreement with the phone interviews to pare down the number of <br />interviews. : <br /> <br />Councilmemberi Beyer added that Council does not have any other choice since Mr. <br />Schroeder has taken the action he has. <br /> City Council/February 28, 1995 ~ <br /> Page 13 of 14 <br /> <br /> <br />
