CITY COUNCIL WORKSHOP <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a workshop on Monday, March 6, 1995, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br /> Mayor Glen Hardin <br /> Councilmember Carolyn Beahen <br /> Councilmember Sheila Beyer <br />Councilmember Kenneth Peterson <br />· Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />CALL TO'ORDER <br /> <br />City Administrator Ryan Schroeder <br />City Engineer Steve Jankowsld <br /> <br />Mayor Hardin called the workshop to order at 6:34 p.m. <br />COUNCIL BUSINESS <br /> <br />Case #1: Review Options for Amendments <br /> Transportation Elements of the City's <br /> <br />to the Land Use and <br />Comprehensive Plan <br /> <br />City Administrator Schroeder made a short presentation of the March 5, 1995 <br />memorandum rfrom Economic Development Coordinator Gromberg and the agenda <br />materials. <br /> <br />Mr. Bill Smithi Bike Associates, presented the proposed Trail Plan as well as the typical <br />cross sections Of the various trail types. <br /> <br />Council discussion revolved around the desire to compare the trail map to the 1991 <br />Park/Trail Plan ;and to discuss further at another workshop. <br /> <br />Mr. Steve Schwanke, RLK Associates, Ltd. gave background on the Land Use Plan and <br />how we got to the point we are at tonight. Four areas were identified as needing attention. <br /> <br />1) <br />2) <br />3) <br />4) <br /> <br />Trunk Highway #47/County Road #116 <br />East/West Connection with the City of Andover <br />Connection with the City of Elk River <br />Mississippi River Bridge Crossing <br /> <br />Mr. Schwanke noted the top three from the above didn't appear to be controversial. He <br />briefly walked through each of these. <br /> <br />Mr. Smith then opened the discussion on Trunk Highway #10 and explained the consultant <br />recommendation regarding the location of the Mississippi River Crossing. The consultants <br />recommend a crossing between Ramsey and Armstrong Boulevards intersecting by a "T" at <br />County Road #116. <br /> <br />City Council <br /> <br />Workshop/March 6, 1995 <br />Page I of 2 <br /> <br /> <br />
