CASE #

REVIEW BY FIRE DEPARTMENT OF
NEW INDUSTRIAL DEVELOPMENT
By: Ryan R. Schroeder, City Administrator

Background:

When a new' commercial or industrial facility is proposed in Ramsey, the application for
site plan review is made to the Zoning Administrator. The site plan is reviewed by the
Planning Commission on the first Tuesday of the month for Council action generally on the
fourth Tuesday. If the request is not controversial and the development has severe time
constraints, We will attempt to get the application to the City Council on the second
Tuesday.

We currently request the site plan application in our office three weeks in advance of the
Planning Commission meeting. In many cases, this occurs but the application may be
deficient of one piece of information or another.

Upon receipi of the application, the Zoning Administrator brings it to the next staff
development .meeting. Invited to that meeting are:

City Administrator, City Engineer, Finance Officer, Economic Development
Coordinator, Zoning Administrator, Public Works Supervisor,
Parks/Utilities Supervisor, Forester, Building Official and Fire Chief

This meeting is the opportunity for these staff persons to make recommendations on
correcting plan deficiencies or improving the plan in some manner. Because of schedule
conflicts, the!Fire Chief is not able to attend these meetings. As an alternate, the plans are
forwarded to the Chief who then makes his recommendations.

These recommendations are assumed to include issues such as fire lanes and access, and
advice dealing with suppression (such as stand pipe locations if deemed appropriate).

The question here is twofold. First, are there concern areas that should be addressed at this
stage of the ;development that should be specifically identified in every application?
Second, do you have any suggestions for the staff review process itself?. The current
process seems to be working fine but suggested improvements are certainly welcome.

Committee Action:

Based upon discussion.

Reviewed by:

City Administrator
Fire Chief

FB: 07/12/95
/jmt
