I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />,I <br />I <br /> <br /> I <br /> I <br /> I <br /> I <br /> i <br /> I <br /> I <br /> I <br /> <br /> CASE # <br /> <br /> REQUEST FOR PRELIMINARY PLAT APPROVAL OF NORTHFORK OAKS <br /> ~ 2ND ADDITION; CASE OF NORTH FORK, INC. <br /> By: Zoning Administrator Sylvia Frolik <br />Background: <br /> <br />North Fork, lnc[ is requesting preliminary plat approval of another portion of the Northfork <br />P.U.D. located in the northeast corner of the proper~y. The plat is to be named Northfork Oaks <br />2nd Addition and consists of 73 acres proposed to be platted into 37 single family lots. <br /> <br />The following items are enclosed for your information: <br /> <br /> a) Site location map <br /> b) _P~gposed preliminary plat and grading plan <br /> c) City Staff review letter dated December 28, 1994 <br /> <br />Observations: <br /> <br />With the platting Of Northfork Oaks 2nd Addition, the number of lots will be within the 292 overall <br />approved in the May, 1990 modifications to the P.U.D. All of the lots meet the one acre minimum <br />lot size. <br /> <br />The lots are prop@sed to receive public access from the extension of Royal Road from the south <br />and 162nd from tl~e west. There are two cul-de-sacs that will extend off of Royal Road that do not <br />exceed the 600 foot maximum length standard. <br /> <br />In accordance w[~h the May 9, 1989 Northfork Park Dedication Agreement, there is no park <br />dedication due on Ithis area of the PUD. <br /> <br />A pedestrian transportation link is required to connect the trails in Northfork with those in <br />Woodlawn Estate~ to the East. The City is requiring that the.developer rough grade this link in a <br />location that generally follows the rear yards of lots 5 through 13 of Block 2. <br /> <br />A Grading Plan has been provided which is generally acceptable. An erosion control plan also <br />needs to be provi~led and soils data should be superimposed on the preliminary plat: A .Tree <br />Preservation and ~anting Plan also needs to be provided as an addendum to the grading plan'~ <br /> <br />It is estimated that Lots 16 through 21 of Block 2 abut Armstrong Kennels. In response to <br />concerns express/~d by Charles Detaney, owner of Armstrong Kennels, the developers are <br />prepared to addre~ this situation in the same manner that was used in Northfork Oaks Addition. <br />In summary, any l~ts abutting Armstrong Kennels are restricted from any clear-cutting within 75 <br />feet of the common property line and all buyers are put on notice of the existence and related <br />activities at Armstrong Kennels. <br /> <br />Recommendation: <br /> <br />City Staff recommends preliminary, plat approval contingent upon compliance with City Staff <br />review letter dated December 28, 1994. <br /> <br /> Motion to: <br /> Recommend that City Council ~ant/deny preliminary plat approval to Northfork Oaks 2nd <br /> Addition contingent upon the developer compliance with City Staff Review Letter dared <br /> December 218, 1994. <br /> <br />Review Checklist: <br />PC: <br /> <br />City Engineer <br />Parks & Utilities Supervisor <br />1/3/95 <br /> <br /> <br />
