I
I
I
I
I
I
I
I
I
I
I
!
!
I
I
!
I
I
I

o

ponds which ultimately outlet to a natural wetland adjacent to Trott Brook
on the western edge of the preliminary plat. The first location is
apprgximately 200 feet east of the Park trail on the western boundary of the
plat, ~and the other is at the intersection of Royal Road (159th Street) and
162n):1 Lane N.W. These two drainage systems are acceptable as proposed.
A third drain for the plat consists of existing catch basins on Royal Road
(159ih Street) located approximately 150 feet south of the southern border
of th~ plat. These catch basins discharge to a low area on the east side of
thc s~rcet which has no apparent outlet. Also a series of ponds are proposed
west ~of the street which ultimately drain to the Trott Brook wetland. This
catcl~ basin requires street runoff to travel a distance of over 1,000 feet
befox~e reaching this catch basin. This distance should be reduced to less
than ~00 feet. This might be accomplished by providing catch basins at the
inteniection of the southernmost cul-de-sac with Royal Road. It would also
be d~_sireable to provide an outlet for this low area through the proposed
senea of ponds across the street on the west side of Royal Road. If no such
outlei is provided, an analysis should be prepared by a registered engineer
whic~ would establish the elevation at which a 4 inch precipitation event
woul~t innundate the low areas under frozen ground conditions.

The P. lan should also be revised to show the location of silt fence during
grading and erosion control during construction.
1,
Impact on adjacent land uses: It is estimated that Lots 16 through 21
of Bl~ck 2 abut Armstrong Kennels. As in Northfork Oaks Addition, the
developers are prepared to impose buffer zones on these lots and put buyers
on notice that the kennels and their related activities exist.

PedeStrian Transportation: Staff has determined that a transportation
link i$ necessary between the trails in Northfork and Woodlawn Estates to
the ea~st. The development agreement shall require the developer to rough
gradei this transportation link. The location of this transportation link is
prefe~ed to follow along the backyards of lots 5 through 13 of Block 2.

Tree iPreservation and Planting Plan: The developer must submit a
Land~4cape Plan as an addendum to the Grading Plan. This plan should
identity existing tree growth that will be preserved during all construction
and tt/e. new planting of one 2-inch diameter tree, of an approved species, in
the frtJnt yard of each lot. The developer should contact Parks and Utilities
Coor~nator Mark Boos at 427-1741 or 427-1410 to make arrangements for
the submittal of the required Landscape Plan. No grading will be allowed
until this requirement is fulfilled.

The Planning.' Commission will be meeting at 7:30 p.m. on Tuesday, January 3,
1995 to consider your request for preliminary plat approval of Northfork Oaks 2nd
Addition. It i~ important that you, or your representative, be present at the meeting
to answer any~questions that may arise.
