-2- <br /> <br />Several iterations of the above scenarios were prepared, with results discussed by all <br />concerned. The evaluation determined that the committed roadway network would <br />function acceptably in Year 2005 given the follow/ng: <br /> <br />· The assumed level of development, as recorded in the attached <br /> <br />Traffic Analysis Zone tables, (Tables 1 - 4) and <br /> <br />Implementation of the committed roadway network, described in <br />the attached list of roadway improvements. (Tables 5 - 7). <br /> <br />The stud), just completed addressed growth resulting from the proposed MUSA <br />expansions in Andover and Ramsey, The stud>, also assumed normal (without MUSA <br />expansion) growth in Andover and Ramsey .and the other Anoka County communities, <br />through the inputs used to construct the regaonal model. Thus, all future growth and <br />roadway capacity is not, and of course, cannot be "allocated" to the two cities. <br /> <br />Assuming development occurs within the TAZs as forecasted, and all transportation <br />improvements are made, the transportation demand 'Mll be in balance with <br />transportation capaciry. The approval of an individual community's M-USA will be <br />established throu~.h the Metropolitan Council Process. The County is confident the <br />facilities, as described here, will accommodate the growth in the 2005 forecasts. <br /> <br />The Metropolitan Council will expect that any MUSA expansion that exceeds these <br />forecasts will require additional facilities or programs to accommodate the added <br />demand, or that demand will be modified to allow the metropolitan ldghway system to <br />function adequately, tf the committed roadway improvements are not implemented, <br />traffic resulting from that growth is unlikely to be accommodated in 2015 at an <br />acceptable level of service. However, as this may very well be the case in much of the <br />region as well as in Anoka Count5,, the Count5' does not expect to be able to resolve this <br />problem alone. State, re~onal and local cooperation will be essential, both in system <br />planning and in funding commitments. <br /> <br />Anoka County expects to address these issues between now and 2005, taking advantage <br />of that time to evaluate system planning and funding options. Within Anoka County, <br />we anticipate evaluating enhancements including ramp.metering on TH 10, improved <br />transit and park-and-ride facilities, land use options to increase local emplo)~rnent and <br />reduce vehicle miles of travel (VMT), and others. We will be looking to the <br />commun/ties, including )'ours, for help in that effort in the near future. <br /> <br />In summaD,, we are pleased to be able to support the city's request.
