City of Ramsey
15153 NOWTHEN BOULEVARD N.W., RAMSEY,

MINNESOTA 55303

PHONE (612) 427-1410 FAX (612) 427-5543
TTD (612) 427-8591

March 1, 1995

Mr. Rick Murray
Residential Development, Inc.
15 Choctaw Circle
Chanhassen, Mn 55317

Re: Sketch Plan Review; Fox Knoll

Dear Rick:

We have received the revised sketch plan for Fox Knoll which consists of one sheet dated
February 15, 1995. We offer the following comments:

o

General;. As a result of Metro Council's recent approval of Ramsey's request for a
Metropolitan Urban Service Area 0VILISA) expansion, the subject property is now in the
MUSA and zoned R-1 Urban Residential. The plat consists of approximately 20 acres to
be subdivided into 18 lots.

Access to Lots: It will be necessary to extend 151st Lane N.W. into the plat as a cul-de-sac
to provide public access to the lots. The length of 15tst will exceed the 600 foot maximum
for dead end streets. However, the property to be developed is surrounded by wetlands
and the extension of 151st is the only reasonable access to the developable high ground.
The City knows from past experience that DNR will not approve bridging the wetland to
create a through street to Sunfish Lake Blvd. The cul-de-sac extending north of 151st will
not exceed the 600 foot maximum length.

Lot Sizes and Dimen$i0n~: All of the lots appear to be sketched so that they Will meet the
80 foot width req.uirement (90 feet on comer lots) and the 10,800 square foot area
requirement.

Sewer and Water Services.: The parcel will be served by city water and sanitary sewer.
Watermain is anticipated to be extended to the site along the north property line of the
elementary school as early as June, 1995. Sanitary sewer will be extended to the western
boundary of the site by the extension of the sanitary sewer interceptor. This interceptor
may be available to the site by August, 1995.

Drainage .and.Utility Easements; A Grading and Drainage Plan will be required at the time
of preliminary plat. Drainage should be directed toward the west and north. A
sedimentation pond will be required prior to discharge into the wetland.

The standard 10 foot drainage and utility easements (5 foot on common property lines) will
be required around the perimeter of each of the lots. In addition, all wetland areas should
be designated as drainage and utility easements.
