We have received the sketch plan which <br />consists of 6ge sheet prepared by John Oliver & Associates, Inc. dated 5/3/95, <br />revision 5/9/95. We offer the following comments: <br /> <br />e <br /> <br />Gene~fil: The plat consists of approximately 6.5 acres and is proposed to be <br />platte/t into 3 commercial lots. <br /> <br />wThe shown Lots 1 and 2 is zoned B-1 Business and the <br /> area <br /> n as Lot 3 was recently rezoned from B-1 to B-2 Business. <br /> <br />o <br /> <br />Lot Sizes and Dimensions: The minimum lot size in the B-1 and B-2 <br />DistriCts is 1/2 acre; the gross area of each of the lots is 1.3 acres, 2.6 acres <br />and 2~3 acres respectively. The minimum lot width and depth requirements <br />are 100 feet and 150 feet respectively; all of the lots exceed these minimum <br />requirements. <br /> <br />Acceas to Lots: The subject property fronts on T.H.//47 and C.S.A.H. <br />#116.~ In view of local, County and State policies to restrict accesses onto <br />these thoroughfares, the sketch plan proposes to develop a private service <br />road that will provide access to the lots from//47 and #116. The service <br />road intersection with g47 is proposed to align with the entrance to River's <br />Bend Plaza on the east side of g47. Staff supports the proposal for a private <br />servic'~e road to access the 3 lots. Albeit private,' the intended service road <br />should be clearly identified on the final plat document. Generally, the City <br />rescues the designation of outlot to identify property reserved for future <br />development. However, in this case Staff is recommending that the private <br />service road be identified as an outlot because private road easements cannot <br />be sh6wn on final plat documents and a lot and block designation would <br />imply!buildability. The sketch plan has been forwarded to Mn/DOT and <br />Anoka County Highway Department for review and comment. <br /> <br />itt <br /> <br /> <br />
