1995- <br /> <br />2000 CAPITAL IMPROVEMENTS PROGRAM (CIP) <br />By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />As you will recall,leach year the Park and Recreation Commission submits its recommendations to <br />City Council for the addition of the new fifth year of the Park's Five Year CIP, in this case, the <br />year 2000. Often l~e nearer programmed years are amended to reflect various internal and external <br />circumstances. TIi¢ proposed CiP contained within this case differs little from the Five Year Plan <br />prepared by the (2ommission and ratified by City Council during 1993. The most significant <br />change is swappin~ the Central Park expansion for field lighting from year 1997 to 1996, in place <br />of the projected tra~yl paving along County Road #83, linking the northern most reaches of the Lake <br />Itaska Trail to 153~'d Avenue N.W.. There are 'also minor expenditure additions, primarily in 1995, <br />some of which ard to be derived from interest earnings from the Park Improvement Trust Fund, <br />without regard to district. Most of these are intended to be safety improvements. The Commission <br />will also note thati1994 is included for discussion purposes and the year 1999 - 2000 have been <br />melded together to;accommodate the uncertainty of that year's specific CIP needs and revenues. <br /> <br />As was suggested ~luring Commission Input at the June 9, 1994 Park and Recreation Commission <br />meeting, if the Fiv~ie Year CIP request is not agreed to by consensus or motion at the August 11, <br />1994 meeting, the!Commission will need to meet at a different time, perhaps August 18, 1994, to <br />finalize their recorfimendation to City Council. <br /> <br />.1 994 <br /> <br />County Road ~116 Alternative Transportation Corridor - This project, as the <br />Commission will r¢c',dl, entails trail, landscaping, signage, and bike locker development to link the <br />Anoka Senior Hig~ School to the Ramsey Elementary School via County Road #116 and areas on <br />either side of the ;Wood Pond Hills subdivision. The City is awaiting confirmation from the <br />Federal Highway Administration for project construction to begin. This notification is expected <br />shortly and will seg the project proceed at a feverish pace in order for the trail to be completed this <br />year. ..'. <br /> <br />Lake Itaska Trail Improvements - This particular trail development began in 1993 and is <br />continuing to date~ Approximately 1-1/4 miles are ready for paving and City staff is expecting a <br />formal quotation Which will allow the paving of this segment by contract. ' <br /> <br />Solstice Park Development - This is the most recent park p!an formulated by the Commission. <br />Little activity has ~tken place in the park's development with exception of receipt of a landscaping <br />quote for the entry area. Because of the magnitude of the Lake Itaska project, this park is <br />temporarily receivi~ng a secondary priority. <br /> <br />Greenland Hills !Wetland Interaction Area Purchase - As you will recall, the City intends <br />to purchase the la~ge tract of wetland, south of the proposed 153rd Avenue N.W. extension, from <br />Variolite Street N.~W. to County Road #83. Intended is development of the wetlands by trails and <br />picnic areas to cor~pliment the trail being constructed adjacent to 153rd Avenue N.W. with State <br />Aid dollars. ActuS1 purchase may not occur this calendar year with State Aid dollars paving the <br />trail and other assOCiated improvement in 1995. <br /> <br />Riverdale Park Development - During 1994, Riverdale Park received a backstop, players <br />benches, playground equipment, resilient surfacing, containment timbers, construction of the <br />berm, landscapingi seeding, and bench. There remains adequate dollars in the park's development <br />fund for the provision of a single tennis court. It is Staff's intention to request proposals for the <br />1995 construction~of the tennis court. Dollars remaining over and above the $30,000 favorable <br />funds status now may be reserved for associated connections within the Mississippi District to <br />Riverdale Park. T~ese would be along the south side of Riverdale Drive N.W., east of the park <br /> <br /> <br />
