Case #5

REVIEW CAPITAL IMPROVEMENT PROGRAM
AND RECOMMEND 1995 PROCESS
By: Parks/Utilities Supervisor Mark Boos

(CIP)

Background:

The purpose of this case is to discuss, in detail, the existing 5-Year CIP and to recommend a
process and timelil~e for amending the plan and adding the new fifth year, in this case 2001.
Attached to aid in this examination is the Commission's August 1994 CIP case and the October
1994 Finance Corr~ittee case, with additional narrative, and the approved dollar amounts. As you
can see from perusal of the documents, many minor changes have or will occur.

Staff recommendation:

Staff recommends ~ thorough review of the existing CIP with consensus recommendations on each
item and year. Staff can then reconstitute the CIP for Commission approval in August and submit
a recommendation to City Council's Finance Committee on August 22, 1995. If the Commission
cannot reach a consensus at the August 10, 1995 regular meeting, a special meeting may be needed
on August 17, 1995~.

An additional issue that should be discussed during this case is the regular meeting for July. Often
the Commission ha~q not held a regular meeting during July due to vacations, etc.

Commission action:

Bring Capital Improvement suggestions for 1996-2001 for discussion/inclusion to the 5-Year CIP

- and -

Discuss process for formulation of the CIP including whether a July meeting is desired.

- and -

Direct Staff to publish appropriate notices relative to the CIP discussions.

Reviewed by:

Parks/Utilities Supervisor

P&R: 6/8/95

Copies also distributed to:

City Administrator
Finance Officer
