City of Ramsey
15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303

PHONE (612) 427-1410 FAX (612) 427-5543
TDD (612) 427-8591

November 29, 1994

Mr. Dennis Peck
North Fork, Inc.
824 Woodgate Drive
Vadnais Heights, Mn 55127

Re: Preliminary Plat Review; Northfork Itasca Shores

Dear Dennis:

We are in receipt of your proposed Preliminary Plat and Grading Plan for Northfork Ita. sca Shores
consisting of two sheets prepared by Ulteig Engineer's Inc., dated November 20, 1995. We offer
the following comments:

Zoning and General: The property is zoned Planned Unit Development and is a part of
the approved concept plan for Northfork dated January 1, 1985. The preliminary plat
currently under review proposes to create another I 1 single family lots and one outlot.

Lot Dimensions and Area: In keeping with the Northfork P.U.D. concept
modifications approved in May of 1990, all of the lots in Northfork Itasca Shor~s are at
least one acre in size and 160 feet wide either at the street frontage or building setback line.

Soils: Ail of the lots must contain a minimum of 27,225 square feet of Class A soils to be
deemed suitable for on-site septic systems. Soils in the area are predominandy Hubbard
Sand, which are Class I soils, and marsh soils are adjacent to Lake Itasca. It appears the
Class I soil requirements can be met, however, SCS soils data needs to be superimposed
on the proposed plat to determine if this criterion can be met.

Park Dedication: In accordance with the May 9, 1989 Northfork Park Dedication
Agreement, there are no park dedication obligations to met in this plat other than the
dedication of the previously agreed to 75 foot wide trail corridor.

Streets: The lots are proposed to receive access from a cul-de-sac that exceeds the 600
foot maximum length restriction by 500 feet. Staff was reluctant to support this extended
cul-de-sac until the developer agreed to construct the bubble with a landscaped center
island. The center island allows school buses and fire trucks and other larger vehicles to
drive down the cul de sac, around the center island, and back out of the neighborhood
again with out having to stop arid back up to achieve the turning radius they need to exit the
area. Also, a trail connection is proposed from the end of the cul-de-sac which could serve
as an emergency access to the residences along the street. The name "Itasca Circle" is a
deviation from the City's grid pattern and will require Council approval.

Transportation Impacts: On November 20, 1995, the Ramey City Council approved
the implementation of a Transportation Impact Fee. At this time, the fee is proposed at
$500.00 per lot. The exact implementation details have not been finalized but Northfork
Itasca Shores is potentially impacted by this new fee.
