City of Rarn,ey
Comprehensive Plan Amendment
Transportation Element

East/West Roads

Reconstruct CR 63 where it intersects CSAH 5 to make CR 63 a continuous road.

Cooperate with the City of Elk River to develop 173rd Avenue as an east/west link
between the two cities. There are currently two east/west connections between Elk
River and Ramsey: 181st Avenue and 165th Avenue. The recommended 173rd
linkage is shown on Figure 3-6 and includes:
- Extension of CR 63 (173rd Avenue) to the west, from CR 83 to the
- Extension of 173rd Street in Elk River to Filmore Street

Construct an east/west road between CSAH 5 and CR 116. The road's alignment
should be south of Sunfish Lake and should intersect both CR 57 and CR 116. This
road, with its connections to the west of CSAH 5, will reduce turning movements at
the CSAH 5/TH 47 and CR 116/TH 47 intersections and reduce the daily traffic
volume on CR 116, west of TH 47.

Extend CR 116 to the west from CR 56, past the existing Puma Street alignment.
Extended CR 116 should swing to the north after passing the Puma Street alignment,
to intersect 153rd Avenue. This strategy, which includes the elimination of Puma
Street from 153rd Avenue to TH I0, will provide a continuous east/west street in the
southwestern part of the City.

Cooperate with the City of Anoka to improve and extend CR I16 from CR 57 to
Dysprosium Street.

Mississippi }Liver Crossing

Several jurisdictions and agencies, including the Cities of Ramsey and Dayton, Anoka and
Hennepin Counties, Mn/DOT, and the Metropolitan Council, recognize that the future need
for an additional Mississippi River crossing between Ramsey and Dayton is an important
issue. At this point the time frame for the future bridge is suspected to be 20 years or more,
based on regional traffic forecasts.

Despite the distant horizon and the expectation that Mn/DOT will conduct an alternative
location and design analysis, the Cities of Ramsey and Dayton have both begun to identify

Page 3-28
