City of Ramsey <br />Comprehensive Plan Amendment <br />Transportation Element <br /> <br />potential locations for the river crossing. As well, Anoka County, in its 2010 Comprehensive <br />Transportation Pla~ (BRW, Inc.; 1995), has identified a potential location for the bridge that <br />would cross the'i-iv~er midway between CR 83 and CR 56 and directly connect with a <br />realigned CR 56 o~ the north side of TH 10. As part of the County's long range plan, CR <br />56 would be redesi nated as TH 47 and would operat/e~as an "At' minor arterial. <br /> <br />The City of Ramse g recognizes the potential benefits of the alignment identified in the Anoka <br />County Plan, but fi~ls the County was premature in its identification of this alignment <br />alternative. It is felt by the City that documented or charted identification of an alignment <br />alternative at this p~int will influence land values and land use decisions. Further, the early <br />identification dimir/ishes opportunities for Ramsey and Dayton to participate in the debate on <br />how a bridge woul~ impact their cities. <br /> <br />Based on preliminary review of the County's alignment alternative, the City of Ramsey has <br />determined that if ~n additional Mississippi River crossing is needed in the future, the City <br />would be interestedl in studying potential locations within its borders and feels that an <br />appropriate locatior{ might lie somewhere between Puma Street and CR 56. <br /> <br />Public Transportation <br /> <br />Access to Fixed Ro~ te and Express Bus Transit <br /> i <br />The City of Ramse~ is located outside the Metropolitan Transit Taxing District. Because the <br />full transit tax is nc/l levied in Ramsey, fixed route and express transit services are not <br />provided within theiCity Limits. Legislative action would be required to include Ramsey in <br />the Taxing District.:' <br /> <br />Paratransit support $.ervices, however, are provided in Ramsey by the Metropolitan Council <br />Transit Operators (¥CTO). These services are intended to assist those (individuals, <br />organizations, and the City) who want to organize van or car pools. Paratransit services in <br />Ramsey continue tolbe provided by the Anoka County Traveller Program. The program <br />receives Anoka CoUnty and MCTO funding. <br /> <br />Given Ramsey's loc~tion in the region and its current, sparse population, provision of fixed <br />route transit serviceS is not feasible.
