Case <br /> <br />REVIEW NORTHFORK ITASCA SHORES <br />By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />North Fork, Inc. ~is requesting preliminary plat approval of an additional 11 single family lots <br />within their Planned Unit Development (P.U.D.) The P.U.D. was permitted to have 292 lots; 270 <br />have been final or[Preliminary platted to date. <br /> <br />Attached for your information: <br /> <br />· Planning Commission case <br /> Site loc~on indicated on District Map <br />~ Preli~ plat <br /> <br />iGrading[Plan <br /> Letter frpm North Fork, Inc. <br /> City Staff review letter <br /> <br />Observation: <br /> <br />North Fork, Inc. ~loes not owe park dedication for this area beyond dedication of a 75 foot wide <br />corridor pursuant ~o earlier park and trail dedications. The Commission will note that the 75 foot <br />corridor indicated{On the preliminary plat drawing is impacted by the transmission power line and <br />its easement. Thereasement would limit plantings on this portion of the trail corridor. <br /> <br />City Staff has indicated to North Fork that the trail corridor, under the impact of the power line, <br />may be acceptableI for the following reasons: <br /> ? <br /> <br /> 1) It i~believed that the trail users will have adequate exposure to natural areas and <br /> viegcs in this area if trail routing is provided adjacent to the lake directly west of the <br /> Lake Itasca Park Site <br /> <br />2) <br /> <br />Thc wail corridor is the highest and best use of the land, given the above <br />opportunity. <br /> <br />3) <br /> <br />ThO wail corridor could be used as a buffer from potential different housing styles <br />onOutlot A, given landscaping collaboration between the City and the developer. <br /> <br />4) <br /> <br />ThC alignment provides the most direct connection between dedicated corridors to <br />the[west (across 153rd Avenue N.W.) and to the east (noted as "Park 1" on the <br />district map - a direct route may minimize, development costs). <br /> <br />Item 7 in the Staff [eVjew letter recommends that the developer be required to pave a trail from the <br />cul-de-sac to access 153rd Avenue N.W. This would be at the developer's expense in order to <br />ensure alternate en~ergency vehicle access to this fifth of a mile dead end. <br /> <br />Also to make the icase for the City granting a variance to the 600 foot cul-de-sac length, the <br />developer proposes an island terminus. The circle would be larger than a typical cul-de-sac, <br />allowing for school buses, rue trucks and plows to easily make the mm (many cul-de-sacs are not <br />served by school ~uses because policies forbid buses to back up). The island would improve <br />aesthetics in the l~ge bituminous area, provide additional green space and reduce mn-off. The <br />developer has indibated that the island could be turned over to the City. City Staff recommends <br />against this, recon~mending that either the homeowner's association provide maintenance or that <br />the lots surrounding it be responsible. <br /> <br />Also referenced iniparagraph 7 is the connection of 153rd Avenue N.W. and the cul-de-sac to the <br />existing tem'finus df the trail surface at the trail head location at Okapi Street N.W.
