1)

To ensure the trail(s) are constructed as a Stage I Improvement (to be consistent
with City Code).

2)

City Council has allocated $57,000 from the 1995 C.I.P. for the Lake Itasca Park,
the most logical improvement is providing neighborhood connection to it and
providing a circuitous dimension to the trail. Currently, there is no dedicated
connection from the 75 foot corridor shown as Park 1 and the aforementioned trail
terminus near Okapi Street N.W. Trail siting west of the current park boundary
should be near the lake shore. This is optimal because:

It's the most scenic
Trail users will gravitate there anyway [to the lake shore]
Pushing the wail away from the lake would move the trail into the only flat
area large enough for an athletic field.

3)

Allow for park planning and development, knowing the boundary limits of the
park.

4)

Possibly allow North Fork, Inc. to resolve their owing the City two one-acre lots
by dedication of land west of the park.

Paragraph 7 references the trail paving credit of $6.00 per lineal foot. A 1996 rate has not been
established.

The trail from the cul-de-sac to the east provides a parallel route to 153rd Avenue N.W. As the
Commission will recall, all recent developments have been required to pave an "on road B" wail
along arterial and collector streets (not park dedication eligible). If paving the segment from the
cul-de-sac east cannot be resolved, the Commission may consider requiring North Fork to pave an
"on road B" similar to other developers. This could also result in the trail being removed from
under the power line.

Commission Action:

Motion to recommend the developer resolve with Staff the location of and 1996 construction of the
trail from the cul-de-sac to the existing trail system.

Motion to recommend developer be required to provide a 35 foot trail link from the cul-de-sac
south to the 75 foot wide corridor and pave a 9 foot bituminous walk to 153rd Avenue N.W.

Motion to recommend developer require the builders to use tree save fences where appropriate.

Reviewed by:

City Administrator
City Engineer
Zoning Administrator
Parks/Utilities Supervisor

P&R: t2/I4/95

/kas

Copies also distributed to:
Dennis Peck
