Case #5 <br /> <br />DETERMINE PARK DEDICATION FOR <br />SKETCH H, A.K.A. TILLER PROPERTY <br />By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />Good Value Hom~s is requesting sketch plan review of the property northeast of Industry Avenue <br />and Ramsey Boulevard. The approximate 85-acre parcel is proposed to be subdivided into about <br />160 urban single family homes. <br /> <br />The attached Plar~ ing Commission Case describes zoning issues and the possible inclusion of the <br />two parcels to the iextreme southwest of the plat. Also included within that case are the following: <br /> <br /> · Site location map <br /> ProposeJ[l sketch plan <br /> i Anoka ~.(~unty Highway Department <br /> review <br /> City Staff review letter <br /> Marble ex:marion District Map <br /> ~ Attachrn~nt 5A <br /> · Attachrr~ent 5B <br /> <br />Observation: <br /> <br />Because this is a Sketch plan and many details are unknown, the Park and Recreation Commission <br />may provide Park, dedication recommendations and require re-review prior to preliminary plat <br />approval. <br /> <br />The 160 new ho~es could be expected to contain approximately 528 people with about 208 of <br />those under the age of 18. Recreation and open spaces'in the Marble Recreation District include <br />Peltzer Park, Alpihe Park and the 27-acre wetland area south of County Road gl 16 (east of Anoka <br />Electric Cooperatives A.E.C. Building). <br /> <br />Peltzer Park, wi~ improvements, could be near enough to meet playground needs. Alpine Park, <br />when developed, icould provide the active recreation needs and, as a community park, serve as a <br />family destinatiorl. The A.E.C. wetland will, undoubtedly, be a popular walking route. As has <br />been the case witll all recent developments, the developers will be required to pave an "on-road B" <br />walkway along al! collector and arterial streets to the property's limits (or beyond). <br /> <br />The developer, John Peterson of Good Value Homes, has been informed by City Staff that the <br />above park destinl~tions (if developed) may be adequate to meet the needs of Sketch H's residents <br />if non-motorized Means to reach them are in place. In addition, Staff has suggested that an "on- <br />road B" trail may not be required along Indus, ,tr, y__ Avenue if such a facility is developed from <br />Ramsey Boulev~d to Sunwood Drive on A.E.C. s side. <br /> <br />The developers sketch acknowledges three routes to Peltzer Park with the 3rd also providing <br />access to Alpine!Park from the Center of the Marble District. These routes are shown on <br />Attachment "5A". <br /> <br />Viewers of the skbtch plan will note two dark lines indicating general bituminous path alignments. <br />The first existing ion Limonite Street near the Tom Thumb store. The other, at the section line <br />extending from Iddustry Avenue to the northeast comer of the plat. <br /> <br />Waste Managemegt has been contacted to see if property could be acquired adjacent to the Garnet <br />Street cul-de-sac ~d also to skin the wetland further south. If this is not possible, alternatives <br />exist. The above inentioned trail route is identified on the Commission's Park and Trail Plan along <br /> <br /> <br />
