Potential property to be <br />acquired by the developer is shown on Attachment "5B". <br /> <br />At the time of this writing it is not certain what percentage the trail corridor is of the approximate <br />85-acre plat. It is important to ensure that enough cash is generated from Sketch H upon build-out <br />to provide for the plats recreational needs. <br /> <br />The 1996 cash conlribution rate for park dedication is expected to be $825 per dwelling unit in the <br />urban area. Park dedication would calculate as follows: $825 x 160 units = $132.000, less land <br />dedication. Approximately $40,000 would be a minimum for a playground with surfacing and <br />another $20,000 may be credited to the developer for trail paving along the section line. Linkages <br />outside the plat, including Alpine Park, picnic facilities and other much needed improvements to <br />Peltzer park, could consume the balance of cash dedication. <br /> <br />Tree conservation issues are typically dealt with at the time of Grading Plan approval. There may <br />be significant opportunities to relocate trees prior to grading to screen the east and north lines. The <br />north half of the east tine should be screened from the landfall and pending power line. <br /> <br />Staff Recommendation: <br /> <br />· Recommend the developer provide a I0 foot bituminous walkway from t49th Avenue <br /> south to the intersection of Industry Avenue and Ramsey Boulevard, <br /> <br />Provide and construct a 35 foot trail link corridor from 149th Avenue south into the plat <br />at Limonite Su-ee[ <br /> <br />· Provide a suitable trail corridor along the east line from Industry Avenue to connect to <br /> Garnet Street. Pave this route to City standards as a Stage I improvement. <br /> <br />Submit a grading plan identifying which trees (or stands) will be protecmd from <br />development activities and which may be lost and resolve which trees may be relocated <br />prior to disturbance. <br /> <br />· Encourage builders to utilize tree save fences. <br /> <br />Commission Action: <br /> <br />Motion to recommend the developer incorporate the above recommendations into the subdivisi6n <br />prior to a preliminary plat approval request of the Park and Recreation Commission. <br /> <br />- or - <br /> <br />Motion to recommend City Staff finalize the details above prior to preliminary plat approval by City <br />Council. <br /> <br />Reviewed by: <br /> <br />City Administrator <br />City Engineer <br />Zoning Administrator <br />Parks/Utilities Supervisor <br /> <br />P&R: 12/14/95 <br /> <br />/kas <br /> <br />Copies also distributed to: <br />Mr. John Peterson <br /> <br /> <br />
