CASE

REQUES T FOR SKETCH PLAN REVIEW OF THE FORMER TILLER
~ PROPERTY; CASE OF GOOD VALUE HOMES
By: Zoning Administrator Sylvia Frotik

Background:

John Pctcrson of 0ood Value Homes is requesting sketch plan review of a proposal to plat the
former Tiller property. The property is located in the northeast comer of the intersection of
Industry Avenue a nd Rarnsey Blvd. The plat consists of about 85 acres proposed to be subdivided
into approximatel y'160 single family lots. There are two parcels in the northeast comer of the
intersection of Col mty Roads #116 and #56 that arc not included in the plat The property owner is
interested in sellir the property for development and some effort should be put into planning for
the inclusion of th igs property in Good Value's development. The plat will be served by municipal
water and sanitary sewer. The following items are enclosed for your information:

a) Sit: location map
b) PrOposed sketch plan
c) Letter dated November 20, 1995 from Anoka County Highway Department
e) City Staff review letter dated November 29, 1995

Notification:

City Code does not require notification of sketch plans; the neighboring property owners will be
notified of the public hearing when the developer applies for preliminary plat approval.

Observations:

The subject propdrty is zoned Industrial and a rezoning will be required to develop the property
with single famil~ Iots. The Comprehensive Plan amendment currently being worked on targets
this area for mix~ residential use.

All of the lots v~ll have to meet the 10,800 square foot minimum area requirement and the
dimensional requirements ( 80 foot lot width, 90 feet on comers). In addition, the lots bordering
Wetland #2-118 ~ have to meet the 15,000 square foot area requirement, be at least 75 feet wide
at the water fronta~ge, and be able to meet a structure setback of 50 feet from ordinary high water.
In accordance with the recommendations of the Anoka County Highway Department, the plat is
proposed to receive one access from Industry Avenue and one access from Ramsey Blvd. All of
the lots will recei~'e access from interior streets. The cul-de-sacs appear to be within the 600 foot
maximum length ~restriction. It is not quite clear how the lots on the north side of the wetland will
receive public ac~ss.

A Grading and Drainage Plan and a Tree Preservation and Planting Plan will be required at the time
of preliminary p~at approval. The Tree Plan should identify trees to be preservedxduring
constametion and .the pla_9, ting of one 2-inch diameter tree in the front yard of each of the lots.k.

Park dedication ~iI1 be considered by the Park Commission on December 14. 'It is anticipated that
it will consist of ~ combination of cash and trail development The developer will most likely also
be required to codfinue the pedestrian paths along Ramsey Blvd..and Industry Avenue.
