Review Letter
Good Value Homes/Tiller Property
November 29, I995

Transportatign Impg¢~$; On November 20, 1995, the Ramsey City Council approved the
establishment of a Transportation Impact Fee. At this time, the fee is proposed at $500.00
per lo~ The'exact implementation details have not been finalized but the subject property is
potentially impacted by this new fee.

Streets: None of thc three cul-de-sacs proposed exceed the 600 foot length maximum. It is
not quite clear how public access will be provided to the lots on the north side of the
wetiand.

WeOands: DNR Wetland #2-118 is located on the property. The ordinary high water level
(OHW) needs to be established by DNR. Ail land at or below the OHW is under DNR
jurisdiction and permits would be required for any alterations to the basin. No filling
would be allowed for the creation of upland without a wetland mitigation plan approved by
D/qR. DNR has been provided with a copy of the sketch plan. There may be additional
wetlands on the site which are subject to other regulatory agency review. City staff
recommends having all wetiands on the property delineated by a qualified wetland
biologist. All wetlands should be designated as drainage easements on the preliminary plat.

Drainage: The submittal of a Grading and Drainage Plan is required at the time of
Preliminary Plat approval. Any exporting of soils from the site will require a conditional
use permit.

The storm drainage plan should anticipate draining the entire development to the wetland
system which consists of portions of Protected Wetlands 668, 118 and 117. Sedimentation
should be provided for all paved runoff areas prior to discharge. In addition, the system
should anticipate connecting the separate wetlands such that a north to south drainage flow
can be accommodate&

Tree Preservatign and Planti.ng PI0.n; At the time of preliminary plat approval, the submittal
must include an addendum to the Grading Plan that identifies existing trees, trees to be
preservied during construction, along with the method of preservation, and the planting of
one 2 inch diameter tree in the front yard of each lot.

I0.

1I.

Utilities: It is staffs understanding that the site improvements will be installed as a private
project with no financial participation on the part of the City. It will be necessary for the
fee tire owner of the property to petition the City for the extension of the trunk lines.
Sewe~: and water trunk lines will need to be extended to the site from the AEC Energy Park
development to the south.

Park Dedieatic)n; The Park Commissin will be reviewing the sketch plan at 6:00 p.m. on
December t;4, 1995. It is anticipated that park dedication will consist of a combination of
cash and trail development.

12.

Pedestrian Transportation Routes: The developer will most likely be required to continue
the pedestrian paths along Industry Avenue and Ramsey Blvd. These routes are not park
dedication credit eligible.
