Case
RECOMMEND PARK DEDICATION FOR FOX KNOLL 2ND ADDITION
By: Mark Boos, Parks/Utilities Supervisor

Background:

Rick Murray of R.~ sidential Development, Inc. is requesting sketch plan review of Fox Knoll 2nd
Addition. The ~operty is located in the southeast comer of the intersection of Sunfish Lake
Boulevard N.W. '.~. d 153rd Avenue N.W. The initial proposed plat consists of approximately 25
acres proposed tO be subdivided into 42 single family lots and 1 commercial lot. The Planning
Commission is re&ommending deletion of the commercial lot. The plat will be served by municipal
water and sani~ sewer. The following items are enclosed for your information:

· Decem~er's Planning Commission Case
· Site loc~tion map
· City Staff review letter

Observation:

On December 5, ~995, the Planning Commission denied the sketch plan based upon the proposal
for the comer corgmercial development. As a result a revised sketch plan will be submitted with
modified street alignments.

The Commission iwill likely require a transportational trail along County Road #57 and 153rd
Avenue N.W. toi the plat boundaries. In addition, the Commission should provide detailed
planning direction! to the applicant.

The 1991 Park an~l Trail Plan showed this entire parcel as projected park in recognition of Alpine
Park's uncertainty. The current Park and Trail Plan shows an east-west link at the plat's southern
boundary. This .~iigns with City owned high ground across Sunfish Lake Boulevard N.W. in
Alpine Park.

The area shown ~ ouflot(s) in the southwest comer of the plat, has a pothole type Pond in it. Once
street grades are g~own, this pond may be a part of the local drainage system. As such, it may
need public accesg to it. This could also provide a neighborhood picnic site adjacent to an urban
trail corridor, r

Discussions with t~e developer during Fox Knoll Ist Addition recognized that a furore pedestrian
route may come u~ through the center of the Sunfish Lake District on the west side of the large
marsh (Wetland #114) and exit to the west near the above described urban trail corridor.
i .
Staff Recommel~dat~on:

Provide planning ~irection and require the developer resubmit for sketch plan approval a revised
drawing.

Commission Aqtion:

Based upon discussion.

Reviewed by:

City Administrator
City Engineer ~
Zoning Administr~or
Parks/Utilities Supervisor

P&R: 12/14/95
/kas

Copies also distributed to:
Mr. Rick Murray
