" .~: , ,'"j . - · Memorandum Sef~tember 27, 1995 Ry-3n Schroeder, City Administrator Bill Smith Ci(y of Ramsey Comprehensive Plan Amendment This memorandu~ transmits a draft version of the City of Ramsey Comprehensive Plan Amendment. Both RLK's and B!ko Associates' sections are included. RLK prepared Section 1.0 (Introduction) and Section 2.0 (Land !Use). Biko Associates prepared Section 3.0 (Transportation Plan Update). Most of RLK's graphic illustrations are included in the draft. Two graphics are being prepared by RLK for later inclusion.[ None of Biko Assgciates' graphics are included in the draft report. There are 16 graphics in total in Section 3.0. CityIs ?taft has already seen eight of these graphics: · 11 x 17 cqlor Park and Trail Plan · 11 x 17 c0Jor Thoroughfare Plan · Six typical! sections for the trails What staff has not iseen is graphics that will be taken from Anoka County's Year 2010..Comprehensive Transportation Plan and other references. For example, the street cross-sections on Figures 3-8 and 3-9 will be taken f~om AASHTO's design manual. As you review seqtion 3.0, you will notice that sidewalks and boulevards are recommended for new residential developments and Iow intensity commercial/industrial ar~as. As your consultant I felt strongly about the~e design elements and included them for your review, recognizing that they may be unpopular in Rams[ey. It occurred to me, however, that the City has an opportunity to achieve a high level of urban design and form in the area r~orth of TH 10 between CR 83 and CR 56. Com. pared to other areas of the City where residential d~velopments are designed after the inefficient, suburban model (streets that are wider than necessary, no ~idewalks, no boulevards, large set backs, cul-de-sacs, etc.), new development might be patterned to fol!ow a different design. It is felt that the new suburban street designs contribute to developing a sensei of community, facilitate social interactions between neighbors, eliminate circuitous travel between neighborhoods, and contribute to an overall reduction in the cost of development. Please give this n~w approach to suburban street design your consideration. The sidewalks can be deleted in the final version, if its your pleasure.
